Position Summary The Town of Littleton is seeking qualified applicants for a Director of Veterans Services position in the Veterans Department. Responsibilities include performing a variety of activities to identify the special needs of veterans and their dependents and expedite their entitlements and to coordinate veterans programs related to Federal and State agencies; Under the provisions of Chapter 115 of the General Laws of the Commonwealth of Massachusetts pertaining to veterans benefits and veterans services, and under the executive direction of the Select Board as delegated to the Town Administrator. The ideal candidate will have excellent communication skills and be able to work independently. Occasional work on weekends may be required for attendance at certain events.

Perform a variety of activities to identify the special needs of veterans and their dependents and expedite their entitlements and to coordinate veterans programs related to Federal and State agencies; Under the provisions of Chapter 115 of the General Laws of the Commonwealth of Massachusetts pertaining to veterans benefits and veterans services, and under the executive direction of the Select Board as delegated to the Town Administrator. Perform related duties as required.

Performs a variety of responsible duties of an administrative nature requiring a thorough understanding of Chapter 115 of the General Laws of the Commonwealth of Massachusetts.
Received:
Works under general direction of the Town Administrator as designated by the Select Board and in accordance with Chapter 115 of the General Laws of the Commonwealth of Massachusetts pertaining to veteran benefits and veterans’ services.
Given:
Limited direction to ceremonial function volunteers and/or support staff.
Periodically subject to significant air temperature fluctuations and weather conditions. Administrative work is generally performed in an office environment.
Operates a computer, telephone, and standard office machines.
Employee has regular access at the departmental level to a wide variety of confidential information, including personnel records, medical records, lawsuits, and client records for veterans related activities only.
Essential Functions
Acts as the Town's fiduciary agent for the administration, investigation, and disbursement of benefits under MGL Chapter 115, authorizing all monetary, medical, and burial payments in accordance with state law.
Conducts investigations and makes formal determinations of eligibility for benefits, acting in a quasi-judicial capacity to interpret and apply complex state and federal regulations to individual cases.
Provides appropriate information, advice and assistance to veterans and their dependents related to the procurement of benefits including those relative to housing (section 8 and VASH), furniture, food, transportation and fuel assistance, employment, vocational and educational opportunities, social security, health insurance, hospitalization, medical care and pensions, as necessary.
Provides comprehensive and confidential case management, counseling, and advocacy for veterans and their dependents, connecting them with a wide network of local, state, and federal resources as necessary for the provision of services.
Assists eligible veterans and families filing for VA medical care, disability claims, unemployment and education assistance, pension claims, aid and attendance claims, death benefit claims, and military marker claims. Files supplemental claims and appeals. Prepares cases and testifies regarding veterans’ appeals process, including presentations before administrative law judges.
Acts as Burial Agent and directs the Veterans Graves Officer ensuring that burial procedures for destitute veterans and their dependents are followed and that flags are placed on veterans’ graves for Memorial and Veterans Day.
Maintains hard copies of current booklets and other printed matter pertaining to the statutory rights of veterans provided under state and federal law.
Organizes and coordinates events and activities for veterans including but not limited to Memorial Day and Veterans Day ceremonies and parades.
Provides outreach services to veterans regarding benefits and services through the Town website, meetings, mail, and social media.
Upon request, records veteran discharge or release papers in the Town’s official index.
Performs other related job duties as required.

Develops and presents the departmental and capital budget to the Town Administrator.
Prepares reports as requested by local and state officials.
Reviews and analyzes operations for the purpose of evaluating the effectiveness of existing procedures and policies, analyzing the possibilities of improvement in veterans’ services.
Represents the Town at various professional functions and meetings.
Attends Select Board and Town Meetings as required.
Handles the investigation and disposition of complaints related to the operations of the Veterans department.
Reviews the allocation of assigned or volunteer personnel and supervises and coordinates their assignments as indicated by budget or work priority considerations.
Performs other related job duties as required.
Recommended Minimum Qualifications Agent must have knowledge of veterans’ affairs and services; must have working knowledge of statutes pertaining to veterans’ affairs and services within the Commonwealth of Massachusetts; and possession of a valid motor vehicle operator’s license.

Physical Requirements Light physical effort is generally required which involves occasional lifting/moving/pushing up to 30 pounds. Frequently required to spend several hours standing, walking, and reaching with arms. Must have the ability to judge distances and spatial relationships. Regularly stands, walks, sits, talks, and hears. Position requires the ability to operate a keyboard.
Ability to lead parades and other ceremonies in climate weather conditions.
