
Purchasing Agent Senior

Introduction
The Department of Health Services (DHS), Division of Enterprise Services (DES), is recruiting a Purchasing Agent Senior within the Bureau of Procurement and Contracting (BPC) for the State of Wisconsin.
Position Summary The Purchasing Agent Senior will perform the full array of procurement and contracting activities, ensuring compliance, managing risk, and providing support and training to department staff.
Responsibilities
Managing and overseeing the full life cycle of procurement and contracting, including planning, drafting, posting, requesting, receiving proposals, evaluating offers, managing awards, negotiating, and executing contracts.
Mitigating risk throughout the procurement and contracting life cycle.
Acting as the lead procurement/contract agent for all procurement and contract events and their processes.
Providing customer service and support to stakeholders.
Providing consultation and training department-wide on procurement, contracting, and compliance requirements.
Salary Information The starting pay ranges from $39.00 to $40.00 per hour ($81,100 to $83,200 per year) depending on qualifications. A 12‑month probationary period is required.
Job Details This is a hybrid position that may be performed remotely up to five days per week and may be headquartered at one of DHS’s central or regional offices. Remote work requires access to secure high‑speed internet; mileage reimbursement is not provided. Background checks are required.
Qualifications
Experience leading and conducting the entire cycle of RFT and RFB for services and commodities, including developing specifications, evaluating responses, reporting results, checking references, making an award, negotiating contracts, and monitoring contract renewal or replacement.
Experience working with an Enterprise Resource Planning (ERP) system such as PeopleSoft.
Experience interpreting and applying complex information such as Administrative Codes, State Statutes, or similar laws and ensuring compliance with applicable policies or laws.
Experience providing consultation or training to customers or partners on purchasing or procurement activities.
Well‑qualified applicants may also have experience performing procurement activities for the State of Wisconsin or in the public sector, or experience creating and negotiating Statements of Work or Service Level Agreements.
