This leadership role sits at the intersection of software engineering, cloud architecture, and AI innovation, driving the build-out of a modern digital engineering practice. The position is responsible for shaping scalable application development, platform engineering, and DevSecOps capabilities from the ground up. It plays a critical role in transforming strategic vision into reusable technical assets, delivery frameworks, and production-ready systems. The role combines hands-on technical leadership with organizational scaling, mentoring engineers while actively contributing to solution design and delivery. It also supports proposal development and capture efforts by creating strong technical foundations and documented delivery success. Overall, this position is designed for a leader who can bridge strategy, engineering execution, and long-term platform growth. Accountabilities: Lead the development and scaling of application engineering, platform engineering, DevSecOps, and AI-enabled solution capabilities, establishing repeatable delivery models and engineering standards. Build reusable architectures, cloud-native platforms, CI/CD pipelines, and DevSecOps frameworks aligned with secure federal environments. Provide hands-on technical leadership across system design, development, and deployment, including serverless and containerized architectures across major cloud providers. Mentor engineering teams, establish Agile delivery practices, and strengthen internal capability through training, coaching, and knowledge sharing. Support proposal efforts by contributing architecture artifacts, technical volumes, staffing plans, and solution strategies. Develop and document past performance to strengthen future competitive positioning. Requirements: 10+ years of progressive experience in software engineering, cloud architecture, and application development, including leadership of technical teams in enterprise or federal environments. Strong expertise in modern programming stacks such as Python, Java, JavaScript, and Node.js, along with experience in frameworks like React, Angular, or Vue. Deep knowledge of AWS, with exposure to Azure and GCP, including infrastructure-as-code, serverless computing, and scalable system design. Proven experience building DevSecOps pipelines using tools such as Jenkins, Docker, SonarQube, and related CI/CD technologies. Experience designing multi-tenant SaaS platforms, secure APIs, and integrated data systems using relational and NoSQL databases. Hands-on experience integrating AI and LLM platforms such as OpenAI or Anthropic into production workflows. Strong understanding of Agile delivery methodologies, federal compliance requirements, and secure software development practices. Excellent communication, leadership, and problem-solving skills with the ability to operate in high-pressure environments.
