Director of Administration - Business Management - Governance

Duties

Provides executive oversight and direction for the administrative operations of OCIO, including comprehensive budget planning and fiscal stewardship, acquisition and contract management, personnel administration, workforce optimization, and the advancement of internal organizational performance metrics. Establishes and leads strategic, long-range administrative initiatives essential for the effective governance and sustained operation of OCIO. Develops, implements, and refines enterprise-wide operational plans, ensuring alignment and integration of the organization's mission, vision, and values into OCIO's strategic objectives and performance goals. Provides leadership and strategic oversight for the formulation and execution of both long-term and annual plans, policies, and standards that establish robust, enterprise-wide financial and budgetary frameworks for information technology operations. Prepares and presents the annual information technology budget report, ensuring its inclusion in the Department's official budget submission to the Office of Management and Budget (OMB) and Congress. Provides authoritative leadership and executive oversight for the Department's IT governance framework. Leads enterprise compliance with Office of Management and Budget (OMB), Government Accountability Office (GAO), and Congressional directives, as well as statutory requirements under the Clinger-Cohen Act and other relevant federal legislation.
