Summary Position for The Defense Information Systems Agency at Fort Meade, Maryland; Ogden, Utah; Scott AFB, Illinois; Tinker AFB, Oklahoma.

Duties

Advises on, devises, and recommends solutions to Labor and Employee Relations complex issues.

Researches applicable laws, regulations, and policies to draft disciplinary and adverse actions with management to address Labor and Employee Relations issues.

Plans and develops required civilian personnel management programs related to employee and labor relations.

Reviews and interprets current legislation, new or revised legislation, Federal Register publications, DOD, OPM, MSPB, EEOC issuances to determine impact on Agency programs.

Provides advisory services to managers, supervisors, and employees on immediate problems involving serious and sensitive issues related to employee discipline, grievances, appeals, complaints, and supervisory relationships.

Requirements

Must be a U.S. Citizen or National.

Must be registered for Selective Service (males born after 12-31-1959) or be exempt.

Must obtain/maintain security clearance; this position may require access to classified information. Loss of security eligibility may result in termination.

Time in Grade: see Qualifications section.

Qualifications Time In Grade

For entry at GS‑12 level: 52 weeks as a GS‑11 or higher grade in the Federal Service.

For entry at GS‑13 level: 52 weeks as a GS‑12 or higher grade in the Federal Service.

Specialized Experience

GS‑13: At least one year of specialized experience equivalent to GS‑12 level responsibilities or comparable outside the Federal Service.

Specific duties include implementing and evaluating civilian personnel policies and programs; advising senior management on employee discipline, grievances, appeals, complaints, and performance management under Title 5; and drafting disciplinary and adverse actions.

GS‑12: At least one year of specialized experience equivalent to GS‑11 level responsibilities or comparable outside the Federal Service.

Specific duties include providing guidance and support to senior management on employee relations, discipline, adverse actions, grievances, performance management, and counseling; and researching federal HR laws, regulations, and agency policies to recommend improvements to civilian personnel management programs related to employee and labor relations.

Additional Information

One‑year probationary or trial period may be required.

Individuals selected for drug‑testing designated positions may be required to submit to urinalysis prior to appointment or placement.

Management has the prerogative to select a candidate at either grade level.

Recruitment may be used to fill additional vacancies within 90 days of the closing date.

Moving costs may be paid.

Priority Placement Program (PPP) Military Spouse Preference (MSP) eligible candidates receive priority consideration at the highest grade level for which they are best qualified.

Interagency Career Transition Assistance Program (ICTAP) priority consideration for displaced Federal Civil Service employees with a rating of at least 90.

Relocation or retention incentives may be authorized; applicable tax information is under the Tax Cuts and Jobs Act of 2017.

Veterans' preference is available per applicable statutes.
