Find Your Future With Us at USDA – Animal Plant Health Inspection Service Job Summary This position is in the Travel Services Branch (TSB) and is responsible for interpreting the Federal and Agriculture Travel Regulations, and for the coordination and development of all related policies and guidance for the Marketing and Regulatory Programs (MRP).

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.

For the GS-09 level: Applicants must have one year of specialized experience (equivalent to the GS-07 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: perform domestic and/or foreign travel functions, train and aid staff on using electronic travel systems, and manage travel requests, reimbursements, or relocation support for an organization.

OR a Master’s or equivalent graduate degree in the field of study such as accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other related fields.

OR 2 full years of progressively higher level graduate education leading to such a degree.

OR an LL.B. or J.D., if related.

Equivalent combinations of education and experience are qualifying for this grade level. Transcripts are required if Applicants are qualifying based on education or a combination of experience and education. The education must have been successfully completed and obtained from an accredited institution.

Combination of education and experience at the GS-09 grade level: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent.

Experience includes paid, unpaid, and volunteer work, such as National Service programs (e.g., Peace Corps, AmeriCorps). Volunteer work helps build critical competencies and may be credited for qualifying experience.

Major Duties

Interprets regulations, laws, policies, procedures, and other information applicable to travel management.

Provides training and assistance to program staff, field officials, and others on travel requirements and administration processes.

Informs program officials of new or revised MRP, departmental, and government-wide travel policies and procedures.

Participates in meetings, conferences, and work groups as designated to disseminate information pertinent to travel policies and procedures.
