Responsibilities
Lead development, preparation and submittal of proposals for pursued projects, including identifying proposal content requirements and collaborating with Pursuit, Operations, Engineering and Administrative coworkers to develop winning strategies. Establish and maintain relationships with clients and industry partners; provide development and training opportunities for team members. Develop, format, and submit compliant proposals in accordance with project documents and client requirements; ensure timely delivery. Coordinate with estimating, risk and wellness, legal, scheduling, quality, environmental and preconstruction teams to align proposal content. Support project pursuits through post-bid updates, interviews, and proposal review meetings and negotiations. Clearly communicate proposal contents to preconstruction and construction teams; lead proposal kickoff meetings to define roles, responsibilities and timelines. Create and maintain a library of templates, boilerplate content, and graphics; collaborate with graphic designers to produce visuals that align with messaging. Conduct quality checks on final proposal documents to ensure accuracy and compliance with RFP requirements; address issues prior to submission. Develop resumes of key personnel and identify personnel to be named in the proposal; coordinate with regional leadership as needed. Submit final RFP documents via client web portals or other delivery methods by the due date; participate in post-submission clarification and BAFO processes. Develop and implement market strategies to increase visibility and market share in heavy civil and industrial construction; conduct market research and create collateral and participate in industry events. Build and maintain relationships with existing clients and strategic partners; explore opportunities for upselling and cross-selling services. Experience, Education & Skills
Bachelor’s degree in Marketing, Business Communications, or related field; minimum five (5) years of relevant experience. Proven experience in proposal development, marketing, or related role within construction or professional services. Strong proposal management skills with the ability to manage multiple deadlines and shifting priorities. Excellent written and verbal communication skills, with clarity and persuasiveness. Proficiency with Microsoft Office Suite and Adobe Creative Suite (including InDesign). Working knowledge of the heavy civil and/or industrial construction industry preferred. Strategic and creative thinker with the ability to develop compelling content and messaging; experienced in persuasive writing and basic graphic design (infographics, flowcharts, organizational charts). Ability to independently lead Statements of Qualifications (SOQs) and pre-qualification submittals with high accuracy; comfortable coordinating with third-party consultants for writing, editing, and 2D/3D visualization support as needed. Comfortable using cloud-based platforms and virtual collaboration tools in a fast-paced pursuit environment. Working Conditions
