We are seeking a TS/SCI‑cleared Engagement Lead – Senior to support this mission at MacDill Air Force Base, FL.
Responsibilities
Lead expertise in orchestrating and managing high‑level tenant engagements to gather, analyze, and strategically document complex requirements for C2ISR Transport Infrastructure initiatives.
Lead strategic requirements elicitation processes with senior tenant personnel, translating ambiguous operational challenges into well‑defined, measurable, and technically sound acquisition requirements and advancing the application of commercial solutions using a commerciality checklist.
Ensure compliance with Federal Acquisition Regulation guidelines across all phases of acquisition and contract management, adhering to OCI plan and NDAs.
Execute logistics strategies aligned with SCRM to ensure secure, efficient delivery of mission‑critical materials while mitigating supply chain risks.
Direct and oversee the development of comprehensive performance work statements (PWSs), statements of objectives (SOs), and other critical acquisition documentation, ensuring alignment with tenant vision and compliance with all regulations.
Conduct in‑depth market research and source identification for complex C2ISR needs, influencing acquisition strategies by recommending innovative solutions and evaluating potential risks and opportunities.
Ensure strict compliance with Federal, DoD, and state acquisition directives across all requirement definition activities, proactively identifying potential compliance issues and developing mitigation strategies.
Act as a trusted advisor to higher‑level tenant POCs, shaping strategic thinking around C2ISR acquisition initiatives, managing expectations, and influencing long‑term program direction.
Function as a technical expert in requirements engineering for acquisition, anticipating strategic tenant needs, and ensuring the development of robust and compliant acquisition packages.
Utilize IT management experience in the conduct of duties.
Utilize the following role‑specific tools: acquisition compliance frameworks (FAR/DFARS/SOFARS requirements matrix), vendor proposal review checklists for technical/cost compliance, market research portals (ASSIST, GSA eLibrary, FedBizOpps, SAM.gov), supplier performance dashboards with SLA tracking and escalation procedures, contract expenditure monitoring systems, multi‑MIPR financial tracking tools with allocation rules, spend plan development templates, earned value management (EVM) tools, predictive analytics engines for procurement cost forecasting, COOP readiness trackers for supply chain continuity, stakeholder communication dashboards for procurement coordination, lessons learned repositories for acquisition and vendor management.
Qualifications
Previous experience as an Engagement Lead or similar role supporting a DoD customer at the CCMD level.
Minimum of 5 years’ experience with a BS/BA or 3 years’ experience with an MS/MA or 0 years’ experience with a PhD. or 9 years’ w/o a degree or 7 years’ with AS/AA.
A current, active DoD security clearance at the TS/SCI level.
US citizenship is required.
DoD‑approved IA baseline certification for ADP‑III/IT‑III based on the IAT level and CE/Operating System (OS) certificate within six months of the assignment.
PMP certification.
Work Environment
Location: MacDill Air Force Base, FL.
On‑site expectations: Full‑time on‑site presence required for equipment management and asset tracking.
Travel: May require occasional travel to CONUS and OCONUS sites for logistics coordination and facility assessments.

Target Salary Range: $86,000 – $138,000. Salary is determined by various factors, including scope and responsibilities, experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
