Job Description Lead aspects of the Subcontract acquisition process from proposal stage through Program award and execution. This acquisition process includes requirements definition, generation of Statements of Work, generation of Requests for Proposals, proposal evaluations, source selections, negotiations and definitization, file documentation, ensuring compliance to all internal and Government FAR, DFAR, DPAS, CPSR Procurement Regulations, change management, invoice approvals, dispute resolution and subcontract close‑out.

Essential Functions

Manage program budgets and explain variances in monthly performance

Navigate FAR, DFARS, ITAR, EAR regulations and internal procedures for compliance

Support Small Business Initiatives

Generate spending plans, payment forecasts, and variance reports

Follow strategic direction set by Program and functional leadership

Analyze markets and strategic sourcing to align with business goals

Manage Subcontractor cost, schedule, and technical performance to achieve L3Harris and Customer objectives, including on‑time delivery, exceptional quality, and affordability. Monitor and assess project issues and develop mechanisms and resolutions to meet goals

Understand baseline‑centric execution and Change Management; review status of projects, budgets, forecasts, EVMS and contribute to status reports

Qualifications

Bachelor’s Degree and minimum 6 years of prior relevant experience. Graduate Degree and a minimum of 4 years of prior related experience. In lieu of a degree, minimum of 10 years of prior related experience

Ability to obtain a US Government clearance

Ability to travel to Customer and Vendors up to 25 percent

Preferred Additional Skills

Top Secret clearance preferred

Experience with Material Requirements Planning software

Knowledge of and experience with DFAR, MMAS, SOX, CAS requirements, as well as ITAR and EAR regulations

Proficient in Microsoft Suite of Products

Strong verbal and written communication skills

Motivated self‑starter well versed in the Subcontract Process Flow and managing supplier performance in technical scope, schedule, and cost

Perform work within set boundaries and with very little direct supervision

Effective communication with a wide array of professional levels and functions

Salary and Benefits In compliance with pay transparency requirements, the salary range for this role in Massachusetts State is 91500 to 170500. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
