FINANCIAL MANAGEMENT ANALYST.

Responsibilities

Assist in the formulation of budgets and estimates to support plans, programs, and activities; review and evaluate budget requests; and control and report obligations and expenditures.

Provide information about and interpret standard organizational budgetary, accounting, or financial administrative procedures, practices, and regulations.

Perform specialized work involving managerial or administrative tasks related to accounting systems, including analytical, forecasting, and interpretive functions associated with the management and control of resources or funds.

This is a bargaining unit position.

Required to obtain and maintain an interim and/or final security clearance prior to entrance on duty; failure to comply may result in withdrawal of a job offer or removal.

This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012; must achieve certification within prescribed timelines (DoD Instruction 1300.26).

May require travel from normal duty station to CONUS and OCONUS, including remote or isolated sites; must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications GS‑11 Grade Level Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS‑09 grade level or pay band in the Federal service, or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: performing Financial Management tasks to include drafting funding documents and correcting accounting errors using automated systems such as Navy Accounting Systems; using Navy R‑Supply systems to interface with Accounting Systems; and processing invoices using a Wide Area Workflow system.

GS‑09 Grade Level Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS‑07 grade level or pay band in the Federal service, or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: supporting senior analysts in performing Financial Management tasks, including drafting funding documents and correcting accounting errors using automated systems such as Navy Accounting Systems; using Navy R‑Supply systems to interface with Accounting Systems; and processing invoices using a Wide Area Workflow system.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training that translates directly to paid employment.

Education GS‑11 Grade Level

Successful completion of a Ph.D. or equivalent doctoral degree.

OR successful completion of three full years of progressively higher level graduate education leading to such a degree.

OR possession of an LL.M. related to this position.

OR a combination of experience and graduate education as described above that equates to one year of experience.

GS‑09 Grade Level

Successful completion of a master’s or equivalent graduate degree.

OR successful completion of two full years of progressively higher level graduate education leading to a master’s degree.

OR possession of an LL.B. or J.D. related to this position.

OR a combination of experience and graduate education as described above that equates to one year of experience.
