Job Description Wayne‑Finger Lakes BOCES is seeking a highly skilled financial director to provide expert fiscal leadership and operational support to assigned component districts. This role is central to maintaining a district’s financial health, regulatory compliance, and long‑range planning efforts. The successful candidate will manage complex accounting systems, oversee audit preparation, monitor cash flow and debt service, and ensure accurate reporting to state and federal agencies, all while keeping the business operations of our component districts running smoothly. Additionally, this person will direct a very large financial service that requires expertise in accounting, payroll, treasury, and has many personnel and supervisors.
Key Responsibilities
Develop and monitor annual budgets and long‑range financial projections
Prepare monthly and year‑end financial statements
Coordinate internal and external audits
File required state and federal financial reports, including grant and ST‑3 submissions
Oversee year‑end close processes and GASB reporting
Track fund balances and prepare financial forecasts
Monitor payroll close‑out, retirement system payments, and benefit‑related financial activity
Manage cash flow analyses and debt service schedules
Process and monitor BANs, bonds, and capital financing obligations
Verify tax bill calculations and related fiscal documentation
Support financial compliance and reporting calendars throughout the school year
Job Qualifications This position may be filled under one of two qualification pathways:
Civil Service approval under the title School Business Executive I (BOCES), or
NYSED certification as a School District Business Leader (SDBL).
Candidates must meet the minimum qualifications for at least one of these pathways, which are outlined below.
Civil Service Requirements & Application Process
Bachelor’s degree or higher in Accounting or Business Administration and three (3) years of full‑time business administration experience including accounting and budgeting duties, one (1) year of which must be in a supervisory capacity; or
Bachelor’s degree or higher including or supplemented by 24 semester credit hours in accounting or business administration and five (5) years of full‑time business administration experience as described above, two (2) years of which must be supervisory; or
An equivalent combination of training and experience as defined by Civil Service.
Degrees must be from an accredited institution or meet foreign credential equivalency requirements.
Certified Requirements & Application Process
New York State certification as a School District Business Leader (SDBL) or School Business Administrator (SBA)
Experience in school district or BOCES financial operations
Demonstrated expertise in budgeting, audits, and governmental accounting
Strong communication skills for presenting financial information to district leadership and boards
Ability to manage competing deadlines in a highly regulated environment
