Ombudsman Program Director (Program Specialist II)

Position Description The Ombudsman, Program Director is a full‑time, permanent position within the Long Term Care Division of the Department of Aging and Disabilities.

Anne Arundel County Government serves more than 600,000 residents in the county.

Mission The Department of Aging and Disabilities develops and administers programs that promote choice, independence and dignity for older adults, individuals with disabilities and their families and caregivers. Its mission is to advocate for and protect the rights of vulnerable older persons and adults with disabilities.

Role Overview The Director manages the LTC Ombudsman Program, supervising a staff of five ombudsmen and a volunteer bank. The role includes overseeing state and federal grants, fiscal planning, budget monitoring, case management, reporting to agencies on abuse or neglect, and ensuring accurate data entry into Get Care and national reporting systems. The Director investigates complaints, resolves cases, and leads staff to provide resources for resident satisfaction and facility improvement.

Key Responsibilities

Investigate complaints made on behalf of LTC residents and work toward resolution.

Provide direct supervision and management of the LTC Ombudsman staff and volunteers.

Oversee multiple state and federal grants and county funding, including budget preparation, monitoring award monies, and fiscal planning.

Maintain individual case files and ensure complete, accurate data entry into Get Care and national reporting systems.

Report abuse or neglect to appropriate agencies.

Monitor facility trends, identify systemic challenges, and develop innovative educational opportunities for the LTC community.

Perform program analysis, produce reports, and recommend policy and procedural changes.

Collaborate with county agencies, state and federal agencies, nonprofit and private sector organizations to coordinate program activities.

Examples of Duties

Develop recommendations and assessments of alternative programmatic courses of action, program goals, needs, and achievements.

Utilize data collection and analysis techniques to evaluate individual programs; submit oral and written reports to management.

Prepare documentation for State, Federal, and private grant and funding requests.

Monitor contracts, recommend on program service acceptability, and act as liaison between contractor and user agency.

Consult with individuals, groups, and committees on program planning, coordination, and evaluation.

Collect, record, and evaluate data; prepare statistical, narrative, and other reports for funded projects.

Develop strategies for complaint resolution, analyze trends, and recommend program practice modifications.

Serve as liaison to other departments, agencies, and public/private concerns.

Contribute to quarterly/annual program reports and information releases.

Review pending and passed legislation; draft proposed legislation as required.

Develop special programs at the county level to ensure desired outcomes.

Set service delivery goals; develop and implement policies and procedures for customer service.

Knowledge, Skills, and Abilities

Considerable knowledge of program areas related to the department/agency, program development, implementation, and evaluation.

Knowledge of procurement and contract management processes.

Knowledge of Federal and/or State grant funding requirements and regulations.

Ability to prepare, interpret, and evaluate program proposals and modifications.

Effective communication, both oral and written.

Tactful, effective, and equitable interpersonal skills.

Ability to attend meetings or work at locations outside the office if necessary.

Minimum Qualifications Education:

Graduation from an accredited four‑year college or university with major coursework in public or business administration or a related field.

Experience:

Two or more years of experience in managing a human service program or a related specialty area.

Supplemental Qualifications Preferences will be given to candidates with the following:

Supervisory experience in a human services program.

Budget management experience, including fiscal oversight in budget preparation, monitoring of award monies and expenditures, and fiscal planning.

Experience monitoring LTC facilities, advocating for residents, and investigating complaints.
