WHB Engineers is a well-established Civil Engineering and Construction Management firm with offices in San Diego, San Mateo, Dublin, Pleasant Hill and Chico, California. We provide a full array of engineering, public works design, construction and project management services.
The Opportunity We are looking for a motivated and driven Proposal Specialist with a minimum of five years of experience in the A/E/C industry. In this dynamic role, the ideal candidate will coordinate proposal production efforts and business development. The Specialist will partner closely with executive leadership, technical staff and Marketing to lead the development of compelling proposals, presentations and business development materials that showcase WHB Engineers' skills and expertise. This is an onsite position based in our San Diego office.
Responsibilities
Serve as project manager for the end-to-end proposal development process, including planning, scheduling, content coordination, writing, editing, layout and final production.
Coordinate, schedule, and facilitate proposal kick-off meetings, develop proposal strategies, and manage the content assignment matrix and production schedule.
Partner with Marketing and project teams to conceptualize, design and produce interview presentations for client meetings and project pursuits, supporting all preparation efforts including presentations and other materials.
Coordinate, write, edit and customize non-technical proposal sections, conducting research as needed.
Gather and coordinate input from collaborating professionals, subconsultants and team members for inclusion in proposal and presentation materials.
Maintain and track a calendar of upcoming proposals and prequalification deadlines, including preparing RFP breakdowns and outlines, and coordinating contract reviews.
Ensure accuracy and completeness of CRM (Vantagepoint), including the opportunity and proposal database.
Support the coordination of rehearsal sessions and refine messaging to ensure polished and compelling client presentations.
Maintain firmwide database that includes employee resume library/internal qualifications for technical staff, project data sheets, proposal templates, and subconsultant files.
Other responsibilities as assigned.
Required Qualifications
Bachelor's degree from an accredited four-year college or university in Business Management, Marketing or Communications (strongly preferred).
Five or more years of experience in the A/E/C industry, with understanding of industry terminology and demonstrated experience managing proposals.
Excellent time and project management skills, initiative, accountability, strong organization and keen attention to detail.
Demonstrated ability to manage multiple assignments and deadlines simultaneously while maintaining high quality and accuracy in a fast, deadline-driven environment.
Exceptional written and verbal communication skills, with a proven ability to collaborate effectively across diverse cross-functional teams.
Ability to communicate complex concepts and tell compelling stories in both written and graphic form, ensuring proposals are visually engaging and brand-compliant.
Excellent proofreading and editing skills with strong attention to detail in content and layout, and proficiency in reviewing proposals for grammar, consistency, compliance and overall quality.
Experience coordinating and preparing compliant, high-quality proposals and qualification packages, including supporting all aspects of proposal production such as printing, assembly and final delivery.
Strong technical, graphic and presentation skills, combined with creative and strategic thinking.
Proficiency in Deltek/Vantagepoint CRM software (strongly preferred).
Proficiency in MS Office Suite (Word, PowerPoint, Outlook, Excel).
Proficiency in Adobe Creative Cloud including InDesign (required), Illustrator and Photoshop (strongly preferred).
