Position Overview
Real Estate Specialist 1 may be filled through a two‑year traineeship, beginning as a Real Estate Specialist Trainee 1 (Salary Grade 14). The traineeship provides in‑depth training in real‑estate appraisal, acquisition and negotiation procedures, and property management as it relates to the NYS Eminent Domain Procedure Law and the Federal Uniform Relocation Assistance and Real Property Acquisition Policies Act. After one year of satisfactory service as a trainee, the appointee advances to Real Estate Specialist Trainee 2 (SG‑16). After another year of satisfactory service and completion of the traineeship program, the appointee advances to real‑estate specialist 1 (SG‑18).
Responsibilities A Real Estate Specialist 1 works in a Right of Way Office under the direction of a Real Estate Specialist 2. Duties involve determining values of properties to be appropriated for public use, managing such properties, negotiating financial settlements with affected parties, relocating impacted residential and commercial occupants, and administering outdoor advertising control regulations. Duties may require considerable travel and field work within Region 8 and for assignments outside the Region. Possession of a valid New York State driver’s license—or proof of meeting the travel requirement—is required at the time of appointment and thereafter. Inter‑regional resource sharing and provision of services may occur.
Minimum Qualifications
Real Estate Specialist Trainee 1: Four years of real‑estate experience appraising property, including writing original appraisal reports or reviews in connection with sales, leasing, financing of property with banks, lending institutions, mortgage organizations, or other financial entities; or writing appraisal reports or reviews in connection with land acquisitions for public agencies, utility companies, or not‑for‑profit conservation organizations; or experience in title searching, survey work for property lines, lease negotiation, and property sales.
Real Estate Specialist Trainee 2: Five years of real‑estate appraisal experience (same scope as above).
Real Estate Specialist 1: Six years of real‑estate appraisal experience (same scope as above).
Applicants must be currently authorized to work in the United States on a full‑time basis.
Substitutions
An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years; a master’s degree may substitute for five years; and a doctorate may substitute for six years.
Career Path If chosen, the candidate may be appointed to a higher level at the agency’s discretion.
