Title: Product Specialist 1
The Delaware Department of Technology and Information (DTI), partnering with employment vendors, aims to address Delaware workforce needs by establishing an apprenticeship program targeting the state’s underemployed or unemployed workforce seeking to enter the technology support industry. The DTI Technology Apprentice Program (TAP) provides training and experience to prepare participants for future career opportunities in state government IT positions. The Technology Apprentice role is an entry‑level position designed to provide hands‑on learning and professional development in information technology. This role combines practical work experience with structured training to build foundational skills and enhance knowledge in providing IT support services to state government agencies.
Key Responsibilities
Partner with team members across different DTI teams and IT specialties including cybersecurity, networking, database administration, and application development.
Collaborate with experienced DTI IT staff to design, develop, test, and deploy software solutions.
Write clean, well‑documented, and testable code in accordance with established DTI best practices.
Learn and apply various software development methodologies, such as Agile, and participate in daily stand‑ups, sprint reviews, and retrospective meetings.
Learn and follow established IT security protocols, policies, and procedures to protect sensitive government data.
Troubleshoot and debug software issues, identifying root causes and implementing effective solutions.
Assist in creating and maintaining technical documentation, including design specifications, user guides, test plans, knowledge base documents, etc.
Develop an understanding of different data structures and algorithms and apply them to solve real‑world problems.
Participate in code reviews, providing and receiving constructive feedback to improve code quality and enhance learning.
Assist IT staff with technical support, troubleshooting, and maintenance of hardware, software, and network systems.
Engage with mentors and team members to foster a positive and collaborative learning environment.
Demonstrate a strong eagerness to learn and adapt to new technologies and programming languages.
Qualifications
High school diploma or equivalent required.
Basic understanding of computer systems, networks, and common software applications.
Strong problem‑solving skills and eagerness to learn new technologies.
Strong written and verbal communication skills and customer service orientation.
Ability to work both independently and as part of a team.
Valid driver's license may be required for travel between agency locations.
Must successfully pass a comprehensive background check as required for state employment with DTI.
Preferred
Relevant IT certifications and/or associate's degree (or currently pursuing) in information technology, computer science, or related field.
Understanding of basic software development concepts like branching, pull requests, and code reviews.
Familiarity with programming languages (i.e., Java, Python, C#, JavaScript, etc.).
Understanding of database concepts and SQL.
Exposure to web development technologies (i.e., HTML, CSS, React, etc.).
Knowledge of version control systems (i.e., GitHub, etc.).
Understanding of software development lifecycle (SDLC).
Work Environment This position requires on‑site work at the DTI office in the William Penn building located in Dover, DE. The role typically involves working in an office setting, potentially with occasional travel to other state facilities and may require lifting and moving computer equipment up to 50 pounds.
