
Senior Proposal Pricing Analyst

Voyager Technologies seeks a highly motivated, skilled, and experienced Sr-level Proposal Pricing Analyst with FAR, DFARS, and government contracting experience to join our team. The role involves leading strategic and competitive pricing and developing cost/price proposals across all lines of business.
Responsibilities
Lead pricing efforts for RFPs, RFQs, white papers, ROMs ensuring compliance with FAR/DFARS if in a government/defense setting.
Thoroughly understand cost burdening to accurately build up proposal costs.
Reviews Requests for Proposals (RFP) and proposal documents for compliance to customer specifications/requirements and adherence to Voyager policies.
Develop, analyze, evaluate, coordinate, prepare, and support cost proposals to Government and Prime customers.
Provides regular and ad hoc pricing analysis and presents cost estimates to management, customer representatives and government audit agencies.
Identifies cost and price risks and applies to estimates where applicable.
Prepares and validates cost estimates for sustainment, engineering and manufacturing labor, materials, subcontracts and vendor data, parts & equipment.
Thoroughly understand cost burdening and fee application to accurately build up proposal cost/price.
Build/set-up custom Excel-based pricing models based on individual RFP requirements.
Develops and maintains relationships with key internal and external clients and colleagues.
Provides reviews of all estimates prior to delivery and review by senior management.
Detailed knowledge and experience in DoD procurement and contracting regulations.
Independently plans and prepares large-scale budgets and business proposals.
Ensures compliance with internal procedures, the Federal Acquisition Regulations (FAR), project terms and conditions, solicitation, or change order requirements.
Prepares and presents cost estimates to management, customer representatives and government audit agencies.
Ensures adherence to Federal Acquisition Regulations (FAR), Truth in Negotiations Act (TINA), and Voyager’ policies and procedures regarding cost proposal preparation, review, compliance, submission, updates/revisions, and negotiations.
Supports audit requests, fact-finding, and negotiation discussions and the program budget baseline process.
Creates/administers pricing databases and coordinates implementation of pricing proposals across the enterprise.
Performs financial modeling & analyses related to major proposals, including rate studies & analysis, business case development, cash flow analysis, NPV, IRR, and presents analyses and recommendations to leadership.
Research & analyzes historical data, develops cost models to support proposal efforts & determination of accuracy of functional estimates.
Ability to handle multiple assignments, achieve program goals, and meet team deadlines in a fast-paced environment.
Aptitude for problem solving and solution implementation.
Requirements
Bachelor’s degree in Business, Accounting, Finance, or other related discipline from an accredited college/university.
Minimum 8 – 12 years of related experience in Estimating and/or Finance.
Experienced in and knowledge of MS Office Suite (intermediate Excel skills required) and ProPricer.
Working experience with FAR, DFAR, CAS, TINA, and other Government procurement regulations as they pertain to bid/costing proposals, including a comprehensive knowledge of FAR Part 15 and 31.
Experience working with Basis of Estimates (BOEs) and analyzing BOE quality.
Advanced Microsoft Excel functionality to include building and maintaining complex cost models.
Ability to work both independently and in a dynamic team environment.
General knowledge and competence in the concepts, principles and standard practices in costing and pricing.
Preferences
Master’s degree in business, Accounting, Finance, or other related discipline from an accredited college/university.
Requires strong project management skills including organizing, scheduling, conducting, and coordinating work assignments to meet proposal milestones.
Related DoD and/or aerospace industry experience.
Able to excel in a fast-paced, deadline-driven environment, where small teams share a broad variety of duties.
Displays strong initiative and drive to accomplish goals and meet company objectives.
Is working-group oriented and possesses the following: (1) the ability to identify issues, analyze and interpret complex data and develop solutions to a variety of complex problems; (2) analytical, verbal and written communication skills; (3) strong computer skills.
