Contract Specialist IV

Contract Specialist IV Texas Health and Human Services Commission (HHSC) is seeking an experienced Contract Specialist IV to oversee the execution and administration of family violence program contracts and grant agreements. The role involves defining requirements, negotiating, awarding, developing, and monitoring contracts and serving as the principal contract liaison between agency management, contractors, and other stakeholders.

Essential Job Functions

(40%)

Perform written and oral communication with contractors as the single point of contact for all contractual accountability activities. Facilitate delivery of financial and programmatic technical assistance and training, coordinate resolution of contractor issues, initiate all contract amendments (including terminations) and sanctions, obtain approval of amendments/sanctions, communicate impacts, and ensure implementation and resolution of contract sanctions. Ensure all contract closeout activities comply with HHSC policy.

(25%)

Complete analysis of contractor performance by synthesizing expenditure data, performance reports, quality management reports, technical assistance and training documentation, and other relevant data. Communicate results and recommend actions to program staff on a routine basis.

(20%)

Conduct on‑site and/or desk visits with assigned contractors to ensure appropriate performance with contractors and staff.

(5%)

Assist with pre‑solicitation program descriptions and performance requirements, collaborate with subject matter experts on inclusion of program‑specific information for procurement documents, and develop review criteria and review tools. Work closely with program staff, PCS, budget, legal, and management to ensure contracts contain appropriate program and legal requirements and are completed timely.

Prepare management reports, correspondence, and other materials on program contracts; develop policies and procedures related to procurement and contracting activities; assist with audit activities.

Other duties as assigned, including participation in activities that support FVP goals and objectives.

Knowledge, Skills, and Abilities

Knowledge of local, state, and federal laws and regulations relating to HHS procurement and contracting.

Knowledge of contract management theory and practice, including personnel and financial management, federal grant management, process improvement, and quality management.

Knowledge of funding and allocation methodologies, contract data systems, analysis, and reporting.

Working knowledge of community‑based health programs, Texas legislative processes, and public accountability systems.

Skill in communication, including effective organization and presentation of information orally and in writing.

Strong communication and organization skills with attention to detail.

Experience with Microsoft Office products: Outlook, Word, Excel, and PowerPoint.

Skill in preparing written analyses, administrative reports, and special projects.

Skill in analyzing and solving problems and making recommendations affecting overall contracting activities.

Ability to gather, assemble, correlate, and analyze facts; develop and evaluate policies and procedures; deal effectively with state and local officials and the public; work independently while coordinating efforts with others; perform multiple tasks, assignments, and projects; interpret and apply federal and state statutes, regulations, agency rules, policies, and procedures related to procurements and contracting activities.

Registration or Licensure Requirements

Certified Texas Contract Manager (CTCM) preferred; if not currently a CTCM, the selected candidate must obtain certification within 6 months of hire date.

Initial Selection Criteria

Graduation from an accredited four‑year college or university preferred; experience and education may substitute for one another.

Certified Texas Contract Manager (CTCM) certificate preferred.

A minimum of two years of direct experience in contract monitoring, fiscal monitoring, or contract management.

Experience with HHS programs and contract oversight requirements strongly preferred.
