Job Summary
The City of Bellevue Utilities Department is seeking an experienced
Assistant Director
to lead its Resource Management and Customer Service Division, overseeing an annual operating budget of $246 million. The role collaborates with the Utilities Director, deputy directors, and other executive leaders to develop and implement programs, set financial plans, and provide technology solutions that enhance sustainability, customer service, and operational performance.
Essential Duties and Responsibilities
Act as a member of the Utilities executive leadership team, engaging in the 2027‑2028 budget development process and supporting Bellevue Utilities’ ability to deliver daily essential services.
Partner with deputy directors and staff to optimize system performance for the Customer Information Billing System, Customer Portal, and Advanced Metering Infrastructure.
Lead the transition from bi‑monthly to monthly billing, emphasizing financial equity, sustainability, and affordability.
Collaborate with fiscal and solid waste teams to procure and implement the next solid waste contract.
Oversee an enhanced Utility Bill Assistance Program, integrating policy refinements and technology to broaden financial assistance.
Ensure financial policies align with the City’s Comprehensive Financial Policies, statutory requirements, and industry best practices.
Support a shared vision for the organization, fostering trust, communication, innovation, and continuous improvement.
Champion the City’s diversity, equity, and inclusion work, celebrating diversity within the organization.
Co‑lead the department as part of the Utilities Leadership Team, guiding managers, supervisors, and staff.
Qualifications The successful candidate is a strategic, solutions‑oriented leader who balances customer focus with fiscal responsibility. Key qualifications include:
Eight or more years of progressively responsible leadership and financial management experience, preferably within a public utility or public works environment.
Demonstrated experience leading large teams and managing complex budgets and long‑term financial strategies.
Strong customer service orientation with leadership experience in utility billing and rate structures.
Bachelor’s degree in business, finance, or a related field (master’s degree preferred).
Ability to adapt to change, communicate effectively, and support a high‑performance culture.
A commitment to Bellevue’s core values, especially diversity, equity, and inclusion.
All positions must complete a criminal background check as well as reference checks, including at least one prior supervisor.
