
Code Enforcement Manager

Position Overview
The Code Enforcement Manager is a first‑level management position in the Code Enforcement Officer series. The Manager verifies compliance with and enforces State and local codes related to nuisance abatement, blight control, housing, zoning, vehicle violations, and other hazardous conditions. The manager oversees the code enforcement staff and collaborates with elected officials, public safety, and health departments at the local and state level. The class requires high professional skill and knowledge in administering and evaluating code enforcement programs and assignments.

Criminal and civil laws, legal processes and court procedures for code enforcement
Law enforcement processes and procedures in arrest, search and seizure, and constitutional rights

Budget preparation and monitoring
Grant writing techniques
Computer software for writing reports, monitoring expenditures, and making presentations
Ability to
Determine staff training and equipment needs
Understand and follow due process procedures as taught in POST course (PC832) and applicable Federal and State laws
Develop policies and procedures that guide supervisors in training and monitoring their teams and in charging customers for code enforcement activities
Follow guidelines and regulations for grant administration
Review requests for alleged code violations, investigations, and determine appropriate action
Resolve property owners’ challenges of violation notices and billing questions concerning enforcement fees
Make presentations to hearing officers, community
eighborhood groups, and County staff
Coordinate the criminal prosecution of code violators
Employment Qualifications Minimum Qualifications
Option 1: Two years of full‑time paid experience as a Supervising Code Enforcement Officer and completion of 60 semester or 90 quarter units from an accredited college or university with 18 semester or 27 quarter units in Criminal Justice, Sociology, Public Administration, Business Administration, Political Science, or a related field.
Option 2: Three years of full‑time paid experience, with at least two years at the supervisor level, in a public sector environment performing difficult, sensitive, and technical code enforcement, zoning enforcement, zoning administration, vehicle abatement, building inspection, or environmental health inspection; plus 60 semester or 90 quarter units from an accredited college or university with 18 semester or 27 quarter units in the same disciplines.
Option 3: Five years of full‑time paid experience in a public sector environment, with at least two years at the supervisor level, in the same areas of responsibility, and 60 semester or 90 quarter units from an accredited college or university with 18 semester or 27 quarter units in the same disciplines.
General Qualifications
Certification: Penal Code 832 Module 1 (Arrest, Search and Seizure) Certification or equivalent required within 12 months of appointment.
License: Valid California Driver’s License, Class C or higher, required prior to appointment. Individuals unable to meet this requirement due to physical disability will be reviewed on a case‑by‑case basis.
Working Conditions Most work will be in an office setting but may include exposure to unsanitary conditions and hazardous materials.
Exposure to grease, oils, fumes, pesticides, lead, asbestos, mold, hazardous chemicals, communicable bacteria, rodents, and drug paraphernalia.
Confrontational interactions with customers.
Physical Requirements
Walk on uneven terrain.
Navigate buildings with clutter, rubbish, and deteriorating conditions.
Shift, Weekend, and Holiday Work
Incumbents must attend night and weekend meetings.
Incumbents may be required to work irregular hours, weekends, and holidays.
Criminal History and Background Check The County may request criminal history information for candidates who have accepted a conditional offer, in accordance with Board of Supervisors Resolution No. 82‑602. Candidates with felony or misdemeanor convictions that relate to or affect their ability to perform the job duties may be excluded unless mitigating circumstances exist. A background check may include reference checks, credit history, Social Security verification, license verification, military service, and driving history.
Probationary Period 12 months.
