Note: Normal Business Hours, Monday through Friday (not including a mandatory unpaid meal break after 6 hours of work), 35 work hours per week. If the consultant works more than 35 hours per week, the consultant must request overtime in the Agency's timekeeping system, and the project manager must approve those hours worked above the weekly maximum.
SCOPE OF SERVICES:
The UX Designer will lead the end-to-end design process for the NYC Secure App rebuild and related web resources. This includes conducting user research with vulnerable populations, defining critical user journeys, and creating a cohesive content and design strategy that prioritizes clarity, accessibility, and trust across all relevant surfaces.
Job Description:
The NYC Office of Technology and Innovation has been tasked with redesigning the NYC Secure App and an associated campaign to provide New Yorkers with a comprehensive set of tools and resources to prevent scam phone calls and text messages, educate vulnerable New Yorkers on prevention, and support New Yorkers with the resources they need when they have been victimized. Each year, New Yorkers lose an estimated $6.5B to online and phone-based scams. Yet, the city provides no systematic approach to protecting residents – this project will develop the technology and strategy to address that gap across OTI’s programs, including Cybersecurity, 311, and Digital Equity.
TASKS: Conduct Stakeholder & User Research: Lead interviews and user research with elderly residents, immigrant communities, and other effected populations to understand their specific challenges and needs for prevention and reporting. Develop User Personas & Journey Maps: Map the end-to-end experience of a victim seeking help, from the initial scam contact to the 311 referral and the digital resource landing page. Define Functional Requirements: Translate user needs into technical design requirements for the app’s call-filtering interface and the website’s resource navigation that are intuitive and helpful. Execute High-Fidelity Wireframing: Support the design of the user interface for the NYC Secure App and web resources. Create Content Strategy: Draft plain-language, trauma-informed content for the resource’s pages and in collaboration with 311 to ensure instructions are easy to follow during high-stress situations. Build Interactive Prototypes: Develop prototypes in Figma or similar tools to demonstrate user flows for stakeholder approval and developer handoff. Facilitate Usability Testing: Run iterative testing sessions with diverse users to identify and resolve points of friction in the app and web layouts. Oversee Visual Design Consistency: Ensure all digital assets align with NYC’s brand identity and use key design components of the NYC design system.
Mandatory Skills: Note: Candidates who do not have the mandatory skills will not be considered
At least 4 years of User Experience (UX) / Product Design experience. User research methodology expertise including proficiency in qualitative and quantitative research methods (e.g., usability testing, moderated user interviews) Mastery of industry-standard design tools like Figma and Adobe Creative Suite for high-fidelity design and prototyping. Experience working on a cross functional technical team with engineers and product managers. Strong written and verbal communication skills.
