Now Hiring
Who We Are Empowered Services is a one‑on‑one Attendant Care agency serving 200+ individuals with intellectual and developmental disabilities across Oregon. Our team of 200+ caregivers and staff is still growing. No group homes, no facilities. Every DSP works 1:1 in the person’s own home and community. Our core values: Integrity, Empathy, Synergy, Community, Advocacy, and Legacy.
About the Role We’re hiring a Recruitment & HR Specialist whose primary mission is filling Direct Support Professional (DSP) and caregiver seats with the right people, fast. You’ll own the full hiring pipeline; sourcing, screening, interviewing, and placing, while also managing onboarding, credentialing, and core HR operations. This role is approximately 60% recruiting and 40% HR operations. If you love building pipelines and keeping systems clean, this is your seat. You’ll partner with our operations, intake, and matching teams to ensure caregivers are recruited, credentialed, and placed effectively. This role reports to the Chief Operating Officer. This is a strong fit for candidates with experience in recruiting, talent acquisition, healthcare staffing, caregiver staffing, or HR coordination in fast‑paced service environments.
Compensation & Benefits
Hourly rate: $29.00+/hour commensurate with recruiting experience
Schedule: Monday–Friday, 8:00 AM–4:30 PM (flexible)
Medical, dental, and vision insurance
Paid time off
401K with 3% employer match
What You’ll Do Recruit & Hire (Primary Function)
Own full‑cycle recruitment for DSPs, caregivers, and team members. Sourcing, screening, interviewing, and placing.
Build and manage a continuous candidate pipeline from sourcing through hire, onboarding, and first shift readiness; track time‑to‑fill, conversion, and 90‑day retention.
Evaluate candidates for reliability, empathy, and mission alignment, not just availability.
Make hiring recommendations, prepare offers, and keep candidates engaged throughout the process.
Staff hiring events and job fairs in partnership with our Community Relations & Events team.
Onboard & Credential
Lead onboarding end to end: offer acceptance → paperwork → background checks → credentialing → orientation → first shift readiness.
Coordinate caregiver placement with intake and matching teams.
Ensure all documentation meets Oregon regulatory standards and Background Check Unit (BCU) requirements.
HR Operations
Maintain employee records in BambooHR, reconcile with scheduling systems, and ensure data integrity.
Administer benefits, track leave balances (PTO, Paid Leave Oregon), and support employee questions.
Maintain strict confidentiality and support compliance across hiring, credentialing, and records management.
What Success Looks Like
Open DSP positions are filled within target timelines with candidates who stay past 90 days.
You maintain a healthy, active pipeline, not just reactive posting.
By 90 days you’ve built relationships with operations, know the counties, and candidates trust your process.
Employee records and compliance stay accurate and audit‑ready at all times.
What You Bring Required
2+ years of hands‑on, high‑volume recruiting experience with ownership of a hiring pipeline (not just assisting).
Experience managing onboarding end to end, including background checks and compliance documentation.
Highly organized with strong communication skills in a fast‑paced environment.
Comfortable with HR software (BambooHR or similar HRIS) and Google/Windows platforms.
Ability to pass Oregon’s Background Check Unit (BCU) screening (a criminal record does not automatically disqualify); high school diploma or GED required.
You’ll Stand Out If You Have
Experience recruiting in IDD, home health, behavioral health, ABA, senior living, or caregiver staffing.
Bilingual fluency in Spanish and English.
Familiarity with Oregon employment law, BOLI regulations, and Paid Leave Oregon.
HR certification (SHRM-CP, PHR, or similar) or HIPAA compliance knowledge.
Why Empowered Services? You won’t just fill seats — you’ll build the workforce that keeps our 1:1 care model running. If you thrive on building pipelines, moving fast, and making measurable impact, we’d love to hear from you.
