Planned Parenthood Federation of America (PPFA) and Planned Parenthood Action Fund seek a Political Operations Senior Specialist.
Purpose
The Political Operations Senior Specialist will work within the Strategic Operations team, supporting the External Affairs Org Unit, providing budget and contracting operational support (including grants, memberships, honorariums for PPFA and Action Fund) and (including PAC contributions PPFEDPAC) to all verticals.
This Senior Specialist is the unit’s dedicated technical expert for advocacy and political disbursements, multi‑entity budgeting, and contract operations for PPFA and Action Fund (advocacy funding streams), Action Fund and PPFEDPAC (electoral funding streams). This includes, but is not limited to, contract and budget operational support, vendor partner management for PPFA and Action Fund, and PPFEDPAC disbursements and compliance, processing in‑kind contributions and compliance, and campaign budget tracking for Action Fund and PPFEDPAC.
Engagement
Collaborates with leaders across External Affairs, Strategic Operations, OEC, and other departments (e.g., Finance, the Office of General Counsel, Conferences & Events) to administer and execute operational processes, contracts, grants, and special projects for PPFA and Action Fund and PAC disbursements and in‑kind contribution processing for Action Fund and PPFEDPAC.
Strengthens PPFEDPAC and Action Fund coordinated‑side electoral program reporting and compliance by liaising directly with the Office of General Counsel, Finance, and local Planned Parenthood advocacy and political organizations.
Manages communication with vendors and external partners around contracting, payment, and logistics for Advocacy Campaigns & Elections vertical engagements.
Delivery
Supplies significant logistical, operations, budget, and compliance support to the PPFEDPAC and Action Fund coordinated‑side electoral programs, collaborating closely with the Office of the General Counsel and Finance.
Works cross‑functionally with the finance and legal team to ensure compliance with all Federal Election Commission (FEC) requirements related to PAC disbursements, memo entries, in‑kind contributions, and coordinated electoral spending.
Supports contract lifecycle management for vendors, including compliance checks, cost allocation across entities, budgeting of contract ceilings, and coordination with legal and finance for approval workflows.
Administers financial operations and real‑time budget tracking across elections funding streams, including agreement and payment processing for Planned Parenthood Federal PAC disbursements and Action Fund coordinated‑side electoral program (including contributions, contracts and grants, credit card reconciliations, and staff/volunteer travel reimbursements).
Supports program teams in the proper entry of contracts, grants, honorariums, memberships and sponsorships within the national office’s internal systems (Coupa, PPGrants, etc.).
Serves as liaison between Procurement, Finance, OGC, and Program teams to ensure the accuracy and timeliness of processing contracts, grants, and sponsorship agreements.

Provides troubleshooting support to program teams navigating contract and invoice workflows, escalating issues as needed.
Provides ad hoc assistance on special projects related to departmental campaigns and priorities, including but not limited to rapid response organizing actions and rallies, Congressional lobby days and days of action, and partnership convenings.
Provides ad hoc assistance for general budget and contract operations for all External Affairs verticals.
Performs other duties as assigned.
Knowledge, Skills and Abilities (KSAs)
Bachelor’s Degree required.
3–5+ years of experience in political finance, compliance, budgeting, contracting, or nonprofit political operations required.
Experience managing multi‑entity cost allocations preferred.
Experience with election‑cycle financial operations preferred.
Experience with in‑kind valuation and documentation across entities preferred.
Experience with restricted vs. unrestricted political funds preferred.
Familiarity with grant agreements that cross C3 and C4 boundaries is preferred.
Ability to analyze financial trends and provide strategic insights to senior leaders preferred.
Ability to operate under fast‑paced timelines.
Strong organizational, analytical, and problem‑solving skills.
Strong verbal and written communication skills.
Strong judgment around confidentiality and discretion.
Ability to work with internal and external stakeholders in a timely, tactful, and professional manner.
