Responsibilities
Track PAS, SES non-career appointees, and Schedule C positions in OPM's Executive and Schedule C System; write and maintain position description files; prepare materials for Executive Resources Board meetings and appointment packages
Support the full federal appointment and separation process for SES, Political, and Senior Professional personnel
Assist in preparing award justifications (special act and rank awards); support the executive performance management process
Assist in the SES allocation process — manage slot tracking for agency entities; work on OPM's biennial SES allocation requests related to political positions
Participate in Performance Review Board (PRB) processes for bonuses and pay increases; ensure payouts are accurate and timely
Prepare dual compensation waiver requests, one-time SES reports for senior leadership, and handle sensitive employee relations issues involving political appointees
Manage QRB (Qualification Review Board) certification processes as assigned
Prepare sensitive memoranda, executive briefing materials, and special reports for senior HR leadership
Required Qualifications
Minimum 5 years of highly technical federal HR experience specializing in executive resources and/or political personnel management
Deep knowledge of OPM's Executive and Schedule C System and SES/SL/ST/SP appointment processes
Experience with the full SES lifecycle: appointment, PRB performance management, pay administration, and separation
Familiarity with QRB certification, dual compensation waivers, and executive award processes
Strong analytical, written, and oral communication skills; ability to prepare executive-level documents and briefings
U.S. Citizenship required; must be eligible for Tier 4 Public Trust background investigation
OPM Executive and Schedule C System; SES/SP/Schedule C/PAS appointment authorities
Performance Review Board (PRB) and SES pay administration
SES allocation management and OPM biennial SES reporting
Drafting executive-level briefings, memoranda, and advisory materials
Sensitive employee relations — political appointee case management
Title 5 USC and 5 CFR executive resources provisions
Preferred Qualifications
Prior experience in a federal Department's Executive Resources or Political Affairs office
Experience managing PAS (Presidential Appointee with Senate Confirmation) lifecycle
Familiarity with DOJ or similar large federal department's executive HR programs
Security & Compliance Requirements
Must be eligible for and obtain a U.S. Government Public Trust security clearance
Required clearance level: Public Trust — Tier 4 (Background Investigation)
Must pass a background investigation (e-QIP submission required before start date)
Must sign a Non-Disclosure Agreement (NDA) and IT Rules of Behavior prior to commencing work
Must complete mandatory federal information security and privacy awareness training within 30 days of start
Must complete annual Records & Information Management (RIM) training
