Brief Job Description
Quality Assurance Specialist III responsible for advanced quality assurance work, ensuring service systems meet standards through audits, surveys, and compliance reviews. Implements QA/QI department goals, coordinates internal and external reviews, develops plan of correction, and mentors new specialists.

Essential Job Functions
Conduct audits, surveys and content‑specific compliance reviews to evaluate center compliance with certification requirements, standards, laws, rules, policies and procedures. Plan and organize work to complete reviews timely and accurately. Review data entered in electronic and written systems, verify accuracy. Conduct interviews with staff and individuals. Prepare oral and written reports with findings and recommendations. Provide feedback to department heads. Mentor and train new specialists. Promote teamwork and transparent communication. Assist department heads in implementing PDSA cycles. Provide consultation/interpretation of rules and standards. Develop instructional materials and conduct staff training. Offer technical assistance for data analysis and quality improvement tools. Monitor outcomes of implemented actions. Coordinate investigations and surveys by HHSC regulatory agencies.

Qualifications and Knowledge, Skills, and Abilities (KSAs)
Must possess knowledge of ICF/IID Standards, interpretive guidelines, and survey process; state and federal standards, laws, regulations; quality improvement concepts; individual support plans; and regulatory systems. Skill in defining problems, data collection, root‑cause analysis, using tools such as pivot tables, scatter charts, wishbone diagrams, histograms, and pareto charts. Computer skills: Microsoft Word, Excel, PowerPoint, Outlook, SharePoint. Ability to write policies, train staff, facilitate work groups, manage time, and communicate effectively.

Education and Experience
Bachelor’s degree from an accredited college or university is preferred. Experience working with individuals with intellectual and developmental disabilities or in performing compliance reviews, surveys, inspections, or audits.

Other Duties
Perform additional duties as assigned, including supporting disaster response or continuity of operations, may require alternate shifts or locations.
