Transforming Maternal Health Training And Communications Lead

This position is with the Mississippi Division of Medicaid and is located in Hinds County. The official MSPB classification title is Public Relations Specialist II. The working title for this position is Transforming Maternal Health Training and Communications Lead. This is a full-time, time-limited, Non-State Service (X-16) position. The incumbent will support the design, implementation, training, and communication of maternal health transformation initiatives within the Mississippi Division of Medicaid. This position integrates public policy, communications, stakeholder engagement, provider training, and outreach activities to support the Transforming Maternal Health Model and advance maternal health outcomes in Mississippi.
Duties include translating complex policy, regulatory, and program information into clear guidance and communication materials; supporting provider engagement and training; assisting with reports, federal deliverables, state plan amendment materials, website content, outreach tools, presentations, and stakeholder communications; and coordinating with internal teams, healthcare providers, managed care organizations, community partners, and accountable entities.
This position requires strong written and verbal communication skills, organization, attention to detail, collaboration, and the ability to communicate complex health policy and program information to diverse audiences.
To be successful in this position, the applicant should demonstrate strong communication, training, and stakeholder engagement skills, with the ability to translate complex policy and program information into clear, actionable guidance. The successful candidate should be collaborative, organized, detail-oriented, and able to support maternal health initiatives through provider engagement, strategic outreach, training development, and cross-functional partnership. The successful candidate should also be able to manage multiple priorities, prepare high-quality written materials, communicate with diverse audiences, support digital and traditional communications, and assist with data-informed presentations and outreach materials.
Hiring agency's preferred qualifications: The hiring agency prefers applicants with a Master's Degree in Public Health, Health Policy, Communications, Healthcare Administration, or a related field. Preference may also be given to applicants with experience in Medicaid, maternal health initiatives, value-based care models, health equity, quality improvement, provider training, technical assistance, stakeholder engagement, digital communications, website content management, social media campaigns, and federal reporting requirements. The hiring agency also prefers applicants with knowledge of Centers for Medicare & Medicaid Services (CMS) guidance, Medicaid managed care, maternal health disparities, and population health strategies. Proficiency with presentation, design, and data visualization tools such as PowerPoint, Canva, Tableau, or Adobe Creative Suite is preferred.
