Qualifications

Bachelor's degree and four years of full‑time professional experience in HR management, organizational development, organizational training, or talent management.

Additional full‑time experience in a related field may substitute for the required education on a year‑for‑year basis.

A Master's degree with coursework in a related field may substitute for two years of the required specialized experience.

Overview
Responsible for supporting the development and implementation of talent management and culture strategies to attract, retain, and develop top talent. Coordinates functions, activities, and services related to talent management and culture strategies. This role may involve travel to events.

Responsibilities

Oversee content development, logistical planning, and execution for Leadership Academies in partnership with the Department of Human Resources.

Act as the primary liaison for Culture & Engagement initiatives, streamlining processes to strengthen organizational culture and employee engagement.

Develop and facilitate trainings for internal staff on agency‑specific topics, soft skills, team cohesiveness, performance management reviews, and difficult conversations.

Conduct assessments of organizational culture and structures by surveys, interviews, and focus groups; compile results to identify improvement areas.

Design and deliver culture and employee satisfaction trainings, workshops, and speaker sessions independently or with stakeholders.

Facilitate team retreats focused on strategic planning and relationship development with internal partners, external vendors, and leadership teams.

Collaborate with Program Leadership to create and manage budgets for conferences and academies.

Establish and implement metrics to evaluate the effectiveness and ROI of organizational development initiatives; analyze data to optimize programs.

Develop and execute program, division, and department‑wide initiatives; monitor progress to align with strategic objectives and organizational priorities.

Partner with internal communications staff to develop marketing, branding, and communication strategies for conferences, academies, and engagement events.

Conduct environmental and market scans to identify emerging trends and best practices and outline strategic planning processes with actionable objectives.
