THIS POSITION IS ELIGIBLE FOR COMMISSION-BASED COMPENSATION, OFFERING ADDITIONAL EARNING POTENTIAL BASED ON PERFORMANCE AND RESULTS.
The Capture & Proposal Manager is responsible for identifying, qualifying, and securing new government contract opportunities for contact center (BPO) services. This role owns the full lifecycle of proposal development from proactive opportunity sourcing through submission focused on federal, state, and cooperative purchasing vehicles.
This individual will play a critical role in driving revenue growth while advancing the organization’s mission to employ individuals who are blind, visually impaired, Veterans, and people with disabilities.
KEY RESPONSIBILITIES INCLUDE, BUT ARE NOT LIMITED TO:
Opportunity Identification & Capture
Monitor and identify relevant opportunities across SAM.gov, state procurement portals, GSA schedule, SourceAmerica, and NIB
Evaluate RFPs/RFIs for strategic fit, win probability, pricing viability, and operational alignment
Build and manage a qualified pipeline of government opportunities for contact center services
Lead capture planning, including win themes, competitive positioning, and partner strategy
Proposal Development & Submission
Own end-to-end proposal development for federal, state, and local RFPs
Write, edit, and manage compliant, compelling proposals tailored to BPO/contact center services
Coordinate cross-functional inputs (operations, IT/AWS Connect, HR/staffing, finance/pricing)
Ensure all submissions meet compliance requirements, deadlines, and evaluation criteria
Develop reusable content libraries (past performance, technical approaches, staffing models)
Key Performance Indicators (KPIs)
Win Rate: Percentage of proposals awarded
Pipeline Value: Total qualified RFP opportunities identified and pursued
Submission Volume: Number of compliant proposals submitted per quarter
Time to Submission: On-time and efficient turnaround of proposals
Revenue Growth: Contribution to new contract awards and annual contract value

SKILLS AND EXPERIENCE REQUIRED:

+ years of experience in government proposal writing and/or capture management
Proven experience responding to federal and/or state RFPs (SAM.gov required)
Experience with SourceAmerica and/or NIB strongly preferred
Background in contact center, BPO, or customer experience services highly preferred
Strong understanding of government procurement processes and compliance requirements
Exceptional writing, editing, and project management skills
Experience with AWS Connect/contact center technologies
Knowledge of pricing strategies for BPO/contact center contracts
Familiarity with accessibility and inclusive workforce models
Ability to translate operational capabilities into compelling win themes
