Job Description
Building on UN Women’s triple mandate—normative support, UN system coordination, and operational programming—the Civil Society Division works closely with related HQ divisions, UN Women Regional and Country Offices, and sister UN entities to strengthen inclusive, participatory, and accountable civil society and stakeholder engagement for gender equality and human rights. This involves promoting inclusive participation and meaningful engagement of partners, addressing multiple and intersecting forms of inequality, and enhancing youth participation in intergovernmental processes. The Programme Analyst will support UN Women’s engagement in intergovernmental processes with a focus on meaningful youth participation and intersectional inclusion, supporting the collection and analysis of evidence, innovative practices, and good models generated by civil society actors and marginalized youth, including LGBTIQ+ communities, to inform global norm‑setting.

Key Functions and Accountabilities

Provide partnership support for UN Women’s intergovernmental engagement.

Support partner engagement in monitoring and analysis of intergovernmental processes relevant to gender equality and non‑discrimination (CSW, HLPF, UN Human Rights Mechanisms, regional mechanisms, etc.), identifying opportunities to advance inclusive participation and gender‑responsive outcomes.

Draft analytical and advocacy materials—including gender analyses, engagement notes, statements, talking points, and position papers—supporting the identification and bridging of gaps in civil society‑led evidence.

Integrate marginalized youth, including LGBTIQ+ issues and intersectional non‑discrimination perspectives, into intergovernmental discussions and normative frameworks.

Coordinate with UN Women country and regional offices to align field‑level experiences with intergovernmental advocacy.

Provide support to youth and human rights initiatives, collaborating with UNICEF on the human rights of girls and ensuring a gender perspective in work of human rights mechanisms focused on children and youth.

Contribute to system‑wide attention to discriminatory social norms by advancing innovative evidence and practice from youth, feminist, LGBTIQ+, and WHRD constituencies toward UN Women’s policy and programme work.

Support engagement with UN human rights mechanisms and independent experts.

Facilitate participation of youth‑led CSOs in human rights treaty body review processes, including shadow reports.

Promote engagement and collaboration between New York‑ and Geneva‑based experts, UN Women Regional and Country Offices, and HQ divisions.

Advance youth and civil society engagement in decision‑making spaces.

Support initiatives that promote participation and leadership of young women, girls, and gender‑diverse youth in intergovernmental forums.

Design and implement initiatives and capacity‑building opportunities for youth and feminist organisations, including those representing LGBTIQ+ communities, to advance LNOB principles and social norms transformation.

Coordinate Geneva‑based human rights advocacy with global youth engagement platforms such as CSW Youth Forums and regional feminist youth networks.

Implement Push Forward Strategy and GEAP priorities, focusing on protection, participation, and resourcing of feminist movements, especially young women, girls, and gender‑diverse WHRDs.

Align work with GEAP priority areas, promoting strengthened accountability, inclusive governance, and system‑wide coherence on gender equality and human rights.

Support activities related to UN Women’s forthcoming Action Plan on LGBTIQ+ equality and rights, in coordination with the Human Rights and Non‑Discrimination Section.

Compile and document impactful practices and lessons learned from youth and LGBTIQ+ inclusive engagement to inform UN system‑wide initiatives.

Support knowledge management, coordination and reporting; contribute to knowledge generation and awareness raising on human rights, youth and non‑discrimination.

Maintain updated databases of key partners, resolutions and intergovernmental outcomes relevant to UN Women’s strategic results.

Support internal coordination, monitoring and reporting on activities, results and contributions to the Strategic Plan indicators.

Perform other duties within functional profile as deemed necessary for efficient functioning of the Office and the Organisation.

Recruitment Qualifications
Education

Master’s degree (or equivalent) in international development, public administration, public policy or another relevant social science field is required.

A first‑level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience

At least 2 years of progressively responsible work experience in gender equality and multilateral spaces is required.

Experience working with the UN system and inter‑agency coordination is desirable.

Experience in results‑based programme planning and management is desirable.

Experience with computers and office software packages (MS Word, Excel, etc.) and spreadsheet/database packages; experience with web‑based management systems is required.

Languages

Fluency in English is required.

Knowledge of another official UN language (French, Arabic, Chinese, Russian or Spanish) is desirable.

Statement

The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
