Summary This position is located in the National Oceanic and Atmospheric Administration (NOAA), Office of Undersecretary (UNSEC), with one vacancy in Silver Spring, MD.
Major Duties As a Supervisory Program Manager, you will perform the following duties: Exercise delegated program authority and responsibility for the management, planning, coordination, and technical direction of a full range of programmatic and management services for the Educational Partnership Program with Minority Serving Institutions (EPP/MSI). Manage and execute long and short-range program planning for the EPP/MSI. Manage and execute the $20M EPP/MSI Program goals, plans, activities, milestones, and schedules to track processes and costs. Manage and exercise delegated authority to approve allocation and distribution of funds for EPP/MSI budget. Oversee contracts and grants for EPP/MSI Program. Lead the efforts of the EPP/MSI team to develop and design activities to implement strategic initiatives to enhance administration effectiveness of the program. Develop program policies and guidance, and provide authoritative advice to improve program. Provide program data to leadership for National Oceanic and Atmospheric Administration-wide (NOAA) and Department of Commerce (DOC) data calls to identify and recommend solutions. Lead and engage with senior Federal and Non-Federal entities and counterparts to generate unique and novel opportunities for EPP/MSI students, postdoctoral fellows, and Cooperative Science Center (CSC) faculty. Analyze and identify complex and unique program problems, assess program needs and ensure the presence and flow of communication between office and program partners. This position will be filled under the DOC Alternative Personnel System (CAPS). Under CAPS, positions are classified by career, pay plan, and pay band. The ZA-5 is equivalent to the GS-15.
