The California State Lottery is looking to fill the exciting role of a Retail Marketing Lead!

This position is only eligible to be headquartered at Lottery Headquarters in Sacramento or Chatsworth District Office in LA County and is eligible for a hybrid telework schedule. Employees must be able to report to their assigned headquarters office 2 days a week as assigned.

The California Lottery is a multi-billion-dollar enterprise headquartered in Sacramento. It is one of the few state agencies that is a revenue generator, not accepting taxpayer dollars from the state’s general fund. Our mission is to provide supplemental funding to California schools while simultaneously supporting local communities. Ninety-five cents of every dollar spent by players goes back to local communities in the form of contributions to public schools and colleges, prizes and retailer compensation.

In fiscal year 2023-24, the California Lottery provided over $2 billion in supplemental funding for California public schools, bringing the total contributions to more than $46 billion since we began in 1985. Lottery products are sold at more than 23,000 retail locations throughout the state. Product offerings include an average of 52 fun and entertaining Scratchers games and several draw games such as Powerball, Mega Millions, and SuperLotto Plus and daily games such as Fantasy 5 and Hot Spot.

Job Description and Duties:
Looking for an exciting career in a dynamic, fast-paced, and collaborative environment? The California Lottery is looking for a Retail Marketing Lead (Senior Marketing Specialist) to join our energetic marketing team to help California become the #1 Lottery in the United States.

Under the general direction of the Head of Promotions and Retail Marketing (Supervisor II) and the Chief of Consumer Marketing, the Retail Marketing Lead is responsible for developing strategies and retail marketing programs to increase product appeal, drive consumer awareness, and develop sales enablement materials and kits to help the Lottery sales field and retailers. This position is also responsible for the budget planning, oversight, and assisting in the development of an annual plan for Retail Marketing. The Retail Marketing Lead may act as Contract Manager for some agencies and is also responsible for recommendations on program strategy, budgets and expenditures.

This position requires a current Senior Marketing Specialist, CSL exam.

Lottery products are sold at more than 23,000 retail locations throughout the state, from independent neighborhood shops to convenience stores, liquor stores to supermarkets, and more. Retail product offerings include an average of 52 fun and entertaining Scratchers games and several draw games, including jackpot games such as Powerball, Mega Millions, and SuperLotto Plus and daily games such as Fantasy 5 and Hot Spot.

Working Conditions:

Schedule: Monday-Friday; 8am-5pm.

Travel: Occasional travel will be required during the work week and some weekends.

Other: Majority of work conducted in modern, climate-controlled office setting; overtime and travel (including overnight statewide travel) will be required.

Desirable Qualifications

A bachelor's degree is required. A bonus if the degree specializes in marketing, communications, business, or related fields. MBA is a plus.

At least six years of experience in marketing, retail marketing, and/or product merchandising. At least six years working with Microsoft Office Suit.

At least six years of experience in developing messaging, creative assets, and point-of-sale materials which can heighten the consumer's journey and experience at retail, while actively engaging consumers' interest in the brand and its messaging, and promote product sampling and/or new purchase intentions.

At least six years of experience in strategic planning, implementation, and stewardship of marketing programs and initiatives that drive product sales within various retail channels.

At least eight years of experience establishing metrics and key program indicators to analyze and evaluate a program's success. Four or more years of experience at effectively managing changing deadlines and foreseeing and addressing last-minute change requests. Eight or more years of experience producing an annual marketing plan, budget development, and training/coaching staff members to effectively tackle and complete work assignments.

At least eight years of experience working cross-departmentally, coordinating internal and external stakeholders on various marketing program initiatives. Ability to make recommendations to improve and expedite outcomes and approvals. Exert influence to gain support and feedback from stakeholders, while working within a fast-paced marketing environment with changing priorities to meet set business objectives.

At least five years of experience working with marketing agencies to develop consumer point-of-sale, copy writing/headlines, and POS layouts. At least five or more years of experience communicating and providing feedback to graphic designers and creatives within the marketing agencies.

At least five years of experience working on retailer communications and retailer incentive marketing programs. Demonstrate the ability and willingness to guide, inform, and support the Lottery's 23,000 retail partners with marketing materials, permanent POS pieces, displays, and merchandising to achieve and surpass annual budget goals.

At least three years of experience researching, discovering, and tracking current marketing trends within retail marketing. Possess and demonstrate at least three years of experience and an inherent curiosity and future mindset to discover and develop new and innovative retail marketing approaches and retail marketing programs to attract consumer interests, build consumer loyalty, and ultimately encourage and drive consumer purchases.

At least four years of marketing experience in lottery, gaming, entertainment, and/or fast-moving consumer goods (FMCG) categories.
