Job Description
This is a technical position needed to drive the development and support of the Vocational Information

System for Tracking Advancement (VISTA) modernization project, a full replacement of the Division of

Vocational Rehabilitation's case management system. Candidates will play an integral role on self

directed project teams working on this high priority development project.

Project work will include: application design and development, integration with 3rd party internal and

external systems, database technology migration from Oracle to Azure SQL and data conversion,

building and maintaing cloud computing environments, and analysis of legacy code and logical

requirements. Advising on and executing documentation, unit testing, and cross testing best practices.

Successful candidates will have demonstrated success in designing, creating, and maintaining web

services, system integrations, web development, and highly complex online transaction processing

(OLTP)

Top Required Skills & Years of Experience:

1. Experience as a lead developer in a large application development project, preferably involving

modernization of technology, as well as working with a cross-functional team to redesign and simplify UX

and workflows to meet modern application design standards, using a material design library and

component framework, such as MudBlazor - at least 2 years experience

2. Candidate must be a .NET expert with extensive experience using ASP.NET Core v6-8 - at least

2 years experience

3. Experience in Azure SQL cloud database solution - at least 1 year experience

4. Experience with GitHub distributed version control and using GitHub actions to build and

maintain CI/CD pipelines - at least 1 year experience

Nice to Have Skills:

1. Experience working in an Agile software development environment

2. Experience using Linq or Entity Framework

3. Previous experience providing this service for government a plus, and experience with DWD's environments will be especially valuable

Additional information:

- The selected contractor will be required to be available online, be present to meet all workload requirements, and must be available to attend all scheduled meetings during DWD standard working hours of 7:45 am - 4:30 pm, Central Time. Contractor must be available to work onsite in DWD Madison WI headquarters GEF-1 location at DWD's request, including consecutive weekdays or extended periods, without reimbursement for travel, lodging, or parking expenses. DWD can make changes or modifications to this arrangement with a reasonable advance notice.

- All service providers submitted with inconsistencies or falsifications in their credentials will be disqualified and DOA Purchasing will be notified. An in-person or live video interview will be required as part of our review process.
