The primary purpose of this position is to serve as an Information Technology (IT) Cybersecurity Specialist supporting the Director and Program Managers by providing a secure environment and information assurance for the protection of sensitive information and assets.

INDIVIDUAL OCCUPATIONAL REQUIREMENT: Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements Information Technology (IT) Management Series 2210 (Alternative A). Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

INDIVIDUAL OCCUPATIONAL REQUIREMENT:

  1. Attention to Detail: Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service: Works with clients and customers (i.e., individuals who use or receive services or products from your work unit, including the public, agency staff, or external organizations) to assess needs, provide information or assistance, resolve problems, or satisfy expectations; knows about available products and services; is committed to providing quality services.
  3. Oral Communication: Effectively expresses information to individuals or groups, considering the audience and the nature of the information; makes clear and convincing presentations; listens actively and responds appropriately.
  4. Problem Solving: Identifies problems, evaluates information relevance and accuracy, uses sound judgment to generate and assess solutions, and makes recommendations.

In addition to the basic requirements, applicants must also meet the following qualification:

SPECIALIZED EXPERIENCE: At least 1 year (52 weeks) of specialized experience at the NH-02 level or equivalent to GS-11, involving developing, operating, and modifying policies to meet cyber mission needs; advising on cybersecurity program management and administrative issues; monitoring security principles and policies; overseeing account and key management activities. Note: This experience may be completed within 120 days of the closing date due to roster use.

As a condition of employment, the incumbent must achieve and maintain qualifications in the Department of Defense Cyber Workforce Framework (DCWF) work roles and proficiency levels as per DAFMAN 17-1305 and DAF Cyberspace Workforce Management Program. Failure to do so may result in reassignment, reclassification, or separation.

This position is designated as a Non-Critical Acquisition Position and is covered by the Acquisition Professional Development Program (APDP). The employee must meet or be capable of achieving APDP certification within the designated period and engage in continuous acquisition learning activities, earning 80 points every 24 months.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated based on your knowledge, skills, abilities, and competencies in the following areas:

  1. Knowledge of an organization's information classification program and procedures for information compromise.
  2. Knowledge of encryption algorithms (e.g., IPSEC, AES, GRE, IKE, MD5, SHA, 3DES).
  3. Knowledge of disaster recovery and continuity of operations plans.
  4. Knowledge of cybersecurity principles related to managing risks associated with information processing, storage, and transmission.
  5. Knowledge of risk management processes, including assessment and mitigation methods.

PART-TIME OR UNPAID EXPERIENCE: Credit is given for appropriate unpaid or part-time work. Clearly identify duties, responsibilities, and hours per week for each position.

VOLUNTEER WORK EXPERIENCE: Includes paid and unpaid volunteer work through programs like Peace Corps, AmeriCorps, or other organizations. Volunteer experience can build valuable skills and competencies relevant to this role. All qualifying experience, including volunteer work, will be credited.
