Overview


The City of Oxnard’s Cultural & Community Services Department is seeking a Library Outreach Coordinator. This position is responsible for supporting the development and implementation of outreach initiatives in the community and promoting library services. The role involves cultivating and maintaining partnerships to bring external organizations into the libraries and enhancing patron experiences, and active participation in internal library committees to deliver strategic services and goals.


What You’ll Do



  • Plan, develop, and implement outreach strategies to promote library services, collections, and programs to the community.

  • Identify, establish, and maintain relationships with potential partners to provide programs and services within the library.

  • Organize and represent the library at community events, fairs, and other public gatherings to promote library services and engage with the public.

  • Conduct presentations, workshops, and library tours tailored to community groups, students, and partners.

  • Maintain knowledge of community needs, demographics, and trends to inform outreach efforts.

  • Collaborate with internal department-wide staff as well as library units to align outreach with department and library goals and initiatives.

  • Participate in the marketing committee to ensure effective outreach, promotion, and marketing materials.

  • Manage outreach supplies budget and inventory, and assist with budget oversight to ensure efficient use of funds.

  • Assess service, outreach, and partnership gaps in library services and work toward developing services to address identified needs.

  • Grant writing to assist in supplementation of services programs and supplies budgets.

  • Flexibility to work evenings and weekends for events as needed.

  • Able to effectively communicate in Spanish, orally and in writing (highly desired).


Work Schedule


The Oxnard Public Library operates on a 9/80 schedule and will include some evenings and weekends. Depending on the assignment, staff may be scheduled outside standard hours. Some duties may require additional hours to meet workload peaks and department needs. The City does not offer hybrid or remote work.


Essential Functions


(This class specification represents core areas of responsibilities; specific position assignments will vary.)



  • Provides complex administrative support, may serve as a lead worker, and may supervise staff or oversee administrative or fiscal support operations of the assigned unit.

  • Oversees and supports the review, analysis, and processing of transactions related to the assignment area.

  • Reviews and resolves issues and complaints; engages with internal and external stakeholders to provide quality service and support.

  • Performs research, gathers information, tracks and analyzes data, and prepares reports and documents; maintains financial and business records; assists with procuring goods and services; monitors operating expenses and budget reporting.

  • Maintains and oversees databases, website content, files, records, and departmental documentation; ensures adherence with records retention policies and procedures.

  • Performs other duties of a similar nature as assigned.


Positions assigned to management analysis/program administration may be responsible for:



  • Coordinating administrative, procedural and logistical aspects of programs and projects to assist higher level staff.

  • Serving as a liaison to functions outside of the assigned department and/or to boards/committees.

  • Processing transactions regarding department/work unit payroll, accounts payable/receivable, purchase orders and requisitions, invoices, contracts and personnel forms.

  • Serving as the primary point of contact for information dissemination and data gathering.

  • Preparing newsletters and marketing materials.

  • Providing program-related community education outreach.

  • Assisting with the development and editing of policies and procedures.

  • Coordinating program functions and events.

  • Providing technical assistance and training.


Minimum Qualifications


The following are minimum qualifications necessary for entry into the classification:


Education And Experience



  • High School Diploma or GED and five (5) years of related experience, including three (3) years advanced administrative support, customer service, and paraprofessional analytical work comparable to an Administrative Services Specialist, Senior in area of assignment; OR

  • Associate’s degree (or 60 units) in a related field such as business administration, and three (3) years advanced administrative support, customer service, and paraprofessional analytical work comparable to an Administrative Services Specialist, Senior in area of assignment.


NOTE: To qualify for the educational incentive benefit, candidates must possess a degree level of Bachelor’s or above.


Other Requirements



  • Must be able to effectively communicate in English, both orally and in writing.

  • May require possession of or ability to obtain a valid class C California driver's license.
