Overview The State of Wisconsin DCF is looking for one (1) .NET Web Developer III

MUST RESIDE IN WISCONSIN OR RELOCATE

Work Arrangement Onsite, hybrid or remote: Candidate MUST be a WI resident or willing to relocate to WI prior to starting the role at their own expense. 90-100% remote but can require staff to come onsite as necessary with sufficient notice.

Responsibilities The position will work to support and enhance existing web applications maintained within the Enterprise section. This person will join an existing team responsible for maintaining and enhancing web-based applications. Project duties include requirements analysis, front-end and back-end web application development, testing, and participation in interactive code reviews. Hands-on development experience as part of a team modernizing government applications will be helpful. The candidate should be able to work independently and know when to ask for help. A successful candidate will have strong communication skills and be a team player. The developer may work on other projects as needed.

Required technical skills

C# and ASP.NET (MVC 5 & Core 8) – Proven experience building and maintaining web applications using both legacy (.NET Framework) and modern (.NET Core) platforms.

.NET Core 6/7/8 – Hands-on experience developing RESTful APIs and web applications using .NET Core, including dependency injection, middleware, and minimal APIs.

VB.NET – Ability to understand, debug, and enhance legacy codebase.

.NET Framework (4.8) – Deep understanding of the .NET runtime, libraries, and configuration.

Kendo UI (jQuery + MVC Wrappers) – Experience in creating rich UI components and interaction using Kendo UI widgets.

JavaScript & jQuery – Strong proficiency in frontend scripting, DOM manipulation, AJAX calls, and event-driven UI design.

SQL Server – Experience in writing complex SQL queries, stored procedures, views, indexing, and performance tuning.

Oracle & DB2 – Solid understanding of working with multiple RDBMS systems, with ability to handle data integration, migration, and cross-platform queries.

Preferred/Well-qualified experience

Web API (RESTful Service) – Experience building and consuming web services with security and versioning in mind.

Entity Framework / Dapper / ADO.NET – Knowledge of ORM tools and raw data access strategies.

Front-End Integration – Understanding of HTML5, CSS3, responsive design, and browser compatibility.

Unit Testing - Writing and maintaining unit tests for both front-end and back-end code.

Version Control Systems – Experience with Git.

Fine-grain authorization – Experience designing and implementing RBAC, ABAC, or similar.

Security compliance – applying security standards and regulations related to data access and authorization.

Additional qualifications

The person in this position will work closely with the team in developing the frontend and server side of the web application. Project duties include requirements analysis, front-end and back-end web application development, testing, and participation in interactive code reviews.

Hands-on development experience as part of a team modernizing government applications will be helpful. Proven experience in designing, implementing, and managing fine-grained authorization policies and mechanisms within applications to control specific data, features, and functionalities at a granular level is valuable.

Requirements include a track record of developing quality code, following coding standards, active participation in code reviews, sharing expertise, respectful communication, transparency, technical documentation, and the ability to perform production support.

Security and data access standards experience (8+ years).

Residence: Onsite/remote/hybrid arrangement as described above; WI residency or relocation required.
