Marin County Parks is seeking a Geographic Information Systems (GIS) and Data Program Manager to establish and lead the department’s first-ever dedicated GIS program. This position will develop, implement and increase usage of a broad-based geographic information system with ESRI-based GIS software for internal workflows and public-facing platforms, improving land stewardship, permitting, asset management, CEQA compliance, and community engagement. Duties include developing GIS data standards and governance protocols, creating and maintaining interactive and print maps, supporting staff with GIS training and resources, leading the transition to ArcGIS Online, and producing rich StoryMaps and spatial visualizations for technical and public use. Our Highly Qualified Candidate : In addition to the knowledge and abilities listed in the minimum qualifications, the highly qualified candidate will have a minimum of five years of professional experience in geographic information systems, planning, environmental science, or a related field. They will be competent in GIS applications development, data conversion, and database creation and manipulation, with a solid knowledge of ESRI-based GIS software, GPS concepts, and related programming languages such as JavaScript and Python. Experience with Enterprise SDE geodatabase management and SQL concepts is expected, along with the ability to design and execute complex analytical queries and analyses to produce maps and exhibits for land stewardship, planning, and public communication. The ideal candidate will prepare clear program documentation, user procedures, and technical reports, and present complex information to diverse audiences. They will be a collaborative communicator who can build trust across disciplines, including with staff who may not have GIS experience. They will bring a designer’s mindset to system and map architecture, distilling ambiguity into intuitive tools and visuals, and delivering stable data organization solutions for non-specialists. Qualifications Knowledge of the development and implementation of geographic information systems, including production of digitized and hard-copy maps and statistical data. Geographic systems hardware, software, and applications as used by the County. Techniques of synthesis and analysis of natural and cultural phenomena using GIS software. Principles and practices of systems analysis and development. Applicable laws, codes and regulations. Record-keeping principles and practices. System documentation principles and practices. Techniques for selection, installation and troubleshooting of computer hardware and software. Use and care of drafting equipment and standard office equipment. Techniques for explaining technical concepts to non-technical users. Ability To Independently plan, coordinate and implement effective GIS projects for County departments and varied public and private organizations. Effectively use application programs and system hardware/software utilized by the County GIS. Estimate hardware and software requirements and project timelines and costs. Interpret aerial photographs. Install and troubleshoot hardware and software. Prepare clear and concise program documentation, user procedures and technical reports. Maintain accurate records and files; organize work, set priorities, and meet deadlines. Use initiative and independent judgment within established guidelines. Instruct non-technical users in system use and procedures. Establish and maintain effective working relationships with colleagues and stakeholders. Minimum Qualifications Any combination of education and experience that provides the knowledge and skills listed. Typically, graduation from a four-year college or university with major coursework in planning, engineering, computer science, geographic studies, or a related field. Experience in digitizing data or working with GIS data, map drafting, or planning functions may substitute for education on a year-for-year basis up to two years. Two years of professional-level experience in working with digital ortho photography and/or automated GIS databases and systems at a level equivalent to GIS Analyst I with County.
