Job Description

Reports To: Regional Vice President and/or Regional Supervisor

Overview

The COMMUNITY MANAGER is fully accountable for all property operations. The role is to effectively manage and coordinate employees, activities, and resources to accomplish property objectives as set forth by the Regional Supervisor and Keener Management, including maximizing occupancy levels and property values. The COMMUNITY MANAGER will train the Assistant Community Manager to assume duties in the event of absence, and ensure staff are trained in job duties and Keener policies prior to attending professional development courses.

Duties and Responsibilities

  • Conduct all business in accordance with company policies and procedures, Fair Housing laws, Americans with Disabilities Act, Fair Credit Reporting Act, and all laws pertaining to multifamily housing.
  • Assist in formulation of budgets for each upcoming calendar year with the property Lead Maintenance Supervisor; stay within established budget guidelines.
  • Oversee daily property operations, including rent collection and posting, daily bank deposits, evictions, utility cut-offs, and landlord liens as required on delinquent rents and/or utility billings.
  • Provide constant vendor/contractor communications concerning work scheduling, billings, vendor relations, and certificates of insurance. Approve and submit invoices to the corporate office for payment.
  • Maintain all onsite local and state licenses.
  • Approve property expenditures and oversee petty cash.
  • Recruit, hire, train, and supervise all on-site staff; conduct new employee orientation, timesheet approval, policy instruction, and annual performance appraisals.
  • Work with Human Resources on progressive disciplinary actions to achieve property and company goals.
  • Conduct ongoing training with office staff on leasing paperwork, workplace safety, and other necessary topics.
  • Ensure lease files are completed and leases are executed properly; approve rental applications and sign new move-in contracts and addenda.
  • Conduct property inspections with local housing authorities and government agencies; ensure compliance with audits and regulatory requirements.
  • Attend professional development courses and corporate management meetings; maintain records of management activity and submit reports to corporate weekly and monthly.
  • Prepare quarterly and monthly reports and forward to corporate by the 10th of the month (if applicable).
  • Maintain positive resident relations; ensure compliance with Fair Housing laws; address move-ins/move-outs and notices to vacate; develop plans for process improvements.
  • Inspect and coordinate maintenance to ensure timely turnover of apartments after move-outs; coordinate with maintenance staff.
  • Market and leasing activities: conduct market surveys, train leasing staff, demonstrate property to prospective residents, manage inquiries, and monitor online reputation; attend local apartment association meetings.
  • Safety: report incidents, complete safety checklists, take safety courses, and ensure compliance with safety procedures.
  • General: fulfill additional duties as assigned, promote company culture, align with annual strategic goals, and strive for superior customer service.

Qualifications

Position requires at least three years of on-site property management experience with a supervisory background and a successful track record. Computer skills include word processing, spreadsheets, internet, email, and on-site rental system software. Basic office equipment knowledge required. Work hours: minimum 40 hours per week; evenings, nights, and weekends availability for staffing needs and emergencies.

Education/Training

  • High School diploma or equivalent required; college degree preferred.
  • Certified Apartment Manager (CAM), Residential Apartment Manager (RAM), or Certified Property Manager (CPM) certification preferred.

Physical Requirements

  • Stand/walk or sit as needed; approximately 60% standing, 40% sitting.
  • Occasional bending, stooping, squatting; occasional lifting (with specified weights).
  • Vision, hearing, and speaking requirements aligned with office and property management duties.
  • Driving: valid driver’s license and automobile insurance; occasional personal transportation for inspections and meetings.

Work Environment

  • Indoors 66%–100%; outdoors 33%–66%; exposure to various conditions and safety hazards as applicable.
  • Fast-paced, customer-service oriented; ability to work under pressure and meet deadlines; team collaboration and independent work capability.
