Responsibilities Capture high-quality photos, 4K video, and audio of infrastructure, projects, events, and field operations.
Operate cameras, drones, lighting, microphones, and AV equipment; set up and troubleshoot for briefings, meetings, and trainings.
Edit media using Adobe Creative Cloud (Premiere Pro, After Effects, Audition, Photoshop, Lightroom).
Add graphics, captions, music, and voiceovers to create accessible, branded content.
Collaborate with engineers, PIOs, and communications staff to produce narrative-driven media.
Translate complex transportation concepts into clear public messaging.
Prepare and optimize content for social media, intranet, and websites.
Archive and manage media assets per records retention protocols.
Follow Caltrans safety standards in construction zones and remote environments.
Travel statewide—often on short notice—for emergency coverage of storms, closures, and urgent updates.
Maintain, track, and calibrate all media equipment.
Represent Caltrans professionally with staff, stakeholders, and the public.
Support staff with AV setup, on-camera presence, and communication best practices.

The SOQ serves as documentation of each applicant’s ability to present information clearly and concisely in writing. Please follow the instructions below; failure to include and complete the SOQ as instructed may result in the SOQ not being considered and in disqualification from the interview. Each question must be numbered and addressed in the same order as the questions below. The SOQ must be typed, no more than two pages in length, and 12-point Arial font.
Caltrans prioritizes safety in all aspects of its work. Describe a specific example of how you prioritize and integrate safety protocols during a drone mission, photography or videography assignment—especially in a field or construction site setting.
The Television Specialist/Photographer may need to collaborate with engineers, public information officers, maintenance crews, or executive leadership. Provide an example of a cross-functional team project and how you contributed to its success.
Explain your role in setting up and supporting audiovisual (AV) systems for a live or recorded event. Describe the equipment used, outline your setup process, and explain how you troubleshoot technical issues in high-pressure or time-sensitive situations.
Portfolio Requirement: Candidates must include a link to an online portfolio showcasing their body of creative work, including examples of photography, video, audio, and/or multimedia projects, and drone footage. This portfolio should reflect the candidate’s technical skill, storytelling ability in a professional and creative approach.

Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
Proficient in photography, videography, drone operation, and AV setup/support for live and recorded events.
Skilled in Adobe Creative Suite (Premiere Pro, After Effects, Photoshop, Audition, Lightroom).
Experienced with 4K/HDR video, audio recording, multi-camera setups, and high-fidelity sound.
Set up, operate, and troubleshoot AV systems including microphones, projectors, switchers, and monitors.
Produce content in fast-paced field environments such as construction zones and roadside shoots.
Knowledge of ADA compliance and accessibility standards.
Manage digital files, metadata tagging, and archival processes per records policies.
Strong organizational skills; able to manage multiple projects on deadline.
Collaborative with engineers, PIOs, and diverse stakeholders.
Field safety awareness with flexibility to travel statewide on short notice.
Physically capable of transporting and setting up AV/camera gear in varied conditions.
Self-reliant in coordinating field production, scheduling, and content delivery.
