Description Of Duties / Essential Functions The Center for Public Leadership & Learning (CPLL), a division of the City’s Human Resources Department, is comprised of talented and passionate learning leaders positioned to become the premier leader in government training by cultivating public service professionals and organizations through transformational learning solutions. The Learning Designer Will Be Responsible For

Designing high-quality learning experiences and course materials for delivery of in-person, hybrid/blended, eLearning, video-based, and virtual instructor-led learning courses using instructional design models (i.e. ADDIE, SAM) and adult learning principles.

Developing facilitator/participant guides, learning templates, assessments, tools, and job aids to promote a learner focused culture and support in-person and virtual learning delivery.

Overseeing and coordinating all phases of the design project and timelines to meet required schedule of deliverables and progress milestones.

Leveraging, evaluating and implementing various learning technologies such as eLearning authoring tools (Articulate Rise/Storyline, Adobe Captivate), graphic/video editing tools (Adobe Creative, Canva, Vyond), LMS platforms (SCORM, xAPI, cmi5), and emerging AI tools to create engaging content.

Partnering with stakeholders, subject matter experts (SME), graphic designers, and trainers on the learner needs analysis, learning objectives, instructional strategies, delivery, measurable outcomes and evaluation of learning solutions.

Piloting, testing, and constantly refining learning solutions based on learner/SME feedback, usability testing and evaluation data.

Meeting individual performance metrics and goals while modeling behavior-based competencies.

Collaborating with the CPLL team members in the pursuit of the overall mission and continuously exploring new, innovative trends to improve the City’s learning ecosystem.

Working Conditions There are no major sources of discomfort; essentially normal office environment with acceptable lighting, temperature and air conditions.

Minimum Requirements Educational Requirements Requires a bachelor's degree in psychology, education, personnel management or a related field.

Experience Requirements Four years of professional personnel experience involving training in a formal classroom and/or the development of curriculum and lesson plans for adult learners are required. Pertinent training experience at the professional level may be substituted for the above educational requirement on a year‑for‑year basis.

Preferences Highly Desired Candidates Will Have

Passion for adult learning within a fast‑paced, ever‑evolving environment

Direct experience (as a learning/instructional designer) of City or government learning programs

Experience measuring the impact of formal learning programs

Experience designing and delivering eLearning, digital or blended courses

Degrees or knowledge in adult learning or instructional design

Experience using Articulate Rise/Storyline or Adobe Captivate

Graphic design experience (Adobe Illustrator/Creative Suite, Canva, Vyond)

Demonstrated experience using LMS platforms with SCORM/xAPI tools
