Remote Summary

The Instructional Designer creates engaging and accessible learning experiences that empower public procurement professionals through NASPO’s premier professional development program called Procurement U. The Instructional Designer is responsible for participating in all phases of course design and implementation of Procurement U courses and thereby assists procurement professionals worldwide as they achieve their ongoing training goals in a self‑paced environment. The position works in close coordination with the Director of eLearning, Senior Instructional Designer, LMS Coordinator, and other instructional designers to plan, test, and launch Procurement U courses. The Instructional Designer is part of the eLearning team and operates as part of the larger Procurement U and Professional Development teams. Duties and Responsibilities

Completes all phases of instructional design including analysis, design, development, implementation, and evaluation to create engaging and effective eLearning courses and modules to help elevate the skills and competencies of all public procurement professionals. Utilizes a variety of instructional design methodologies and adult learning principles to create interactive content for diverse learning styles. Collaborates and consults with subject matter experts and other instructional designers to design, develop, and deliver online or blended learning courses. Collaborates with the Senior Instructional Designer and other team members to modernize existing courses, applying updated processes and standards. Participates in analysis and measurement of project outcomes as related to training and instructional design. Determines storyboards, scripts, and designs approaches for written, visual, and audio subject matter. Reviews and troubleshoots courses and training materials. Conceptualizes, designs, and produces graphics, animations, and videos for courses and training materials using software tools (e.g. Canva and Vyond). Develops courses in alignment with Procurement U style guides, accessibility standards (WCAG 2.1), and IACET accreditation requirements. Assists in the implementation of policies and strategies for instructional development support. Remains knowledgeable of best practices, strategies, tools and trends in professional development and online learning. Assists in the administration of the Procurement U Learning Management System (Absorb) including course deployment, user account management, troubleshooting, and issue resolution. Attends conferences, conference calls, and meetings as required. Travels to and speaks on behalf of the association at member and partner events as required. Performs other related duties as assigned by management. Approximate Travel Time

None Minimum Qualifications

Bachelor’s degree in instructional design, eLearning, instructional technology, or related field required. Master’s degree preferred but not required. At least two years of proven experience designing engaging online learning experiences using modern authoring tools and LMS platforms. Proficiency with Articulate 360 (Storyline and Rise) required; familiarity with Canva, Vyond, or similar media tools strongly preferred. Working knowledge of SCORM standards, accessibility (WCAG 2.1), and LMS administration required; experience with Absorb LMS preferred. Prior association experience preferred but not required. Knowledge of adult learning principles required; experience preferred in developing educational programs for adult professionals and with technologies for delivering educational content. Experience providing voiceover for educational purposes a plus. Excellent project management, organization, and time management skills. Seniority Level
