Executive Director, Network and Communication Systems Operations

The University of Maryland, Baltimore (UMB) Center for Information Technology Services (CITS) – Operations seeks an Executive Director, Network and Communication Systems Operations. The Center is UMB’s central IT organization, serving students, faculty, staff, and colleagues with high‑quality services.

Primary Duties

  • Direct the UMB enterprise wired and wireless networks, developing short‑ and long‑term plans and presenting network status to senior leadership.
  • Formulate and propose a technical vision and strategy for networking and communications systems, providing oversight and direction.
  • Collaborate with IT colleagues to design network architecture, set data and voice standards, and ensure high‑quality administration.
  • Manage network expenditures, oversee day‑to‑day maintenance budgets, and present annual refresh plans.
  • Develop and implement network and communications plans and projects, providing project management and stakeholder communication.
  • Stay current on networking technologies to maintain a state‑of‑the‑art infrastructure that meets strategic goals.
  • Participate in university, state, regional, and national committees; represent UMB externally where required.
  • Create a cohesive team, recruit, train, and evaluate staff, ensuring motivation and operational effectiveness.
  • Perform other duties as assigned.

Minimum Qualifications

  • Bachelor’s degree in Business Administration, Computer Science, Engineering, Accounting, Information Systems, or a related field.
  • Nine years of supervisory/leadership responsibility in IT, focused on network and communication technology, with at least five years of specialized network experience.
  • Experience in higher‑education IT service support, preferably with direct engagement with student communities.
  • Five years of direct management experience guiding recruitment, training, and professional development.
  • Preferred network certifications and licensure.
  • Substitution policy: 30 undergraduate credits equal one year of related experience; only directly related education may be substituted.
  • Financial disclosure reporting required by the State of Maryland Ethics Committee.

Salary Range

$197,000 – $218,600, commensurate with education and experience.
