As the ESCB Director, you will oversee all bureau activities and guide the strategic direction of Maine’s statewide 9-1-1 system. You’ll lead a talented team and work closely with state leaders, emergency management agencies, and telecommunications partners to deliver a seamless, secure, and responsive emergency communications network
Key Responsibilities
- Direct the day-to-day operations and long-term planning of the Emergency Services Communication Bureau.
- Provide technical leadership and oversight for Maine’s Next Generation 9-1-1 (NG9-1-1) equipment, procedures, and system performance.
- Participate in real-time operational decisions impacting the state’s 9-1-1 services.
- Oversee complex contracts , ensuring compliance, financial accountability, and effective vendor management.
- Lead, mentor, and develop a skilled team of ESCB professionals.
- Serve as the primary liaison to legislators, the public, and emergency management stakeholders.
- Collaborate as part of the PUC’s senior management team to define and execute the strategic vision for the Bureau.

Qualifications
- Education: Bachelor’s degree in public administration, criminal justice, communications, engineering, or a related field.
- Experience: Minimum of six (6) years of progressively responsible professional experience in public safety communications, emergency management, or telecommunications planning and supervision.
- Demonstrated success in project planning , contract and personnel management , and stakeholder communication .
- Strong written and verbal communication skills, with the ability to represent the Bureau effectively to diverse audiences.
- Equivalent combinations of education and experience may be considered.
Certification
- Must possess or be able to obtain, within one (1) year of appointment, Emergency Number Professional (ENP) certification issued by the National Emergency Number Association (NENA).
