Job Description UnitedHealthcare’s Engagement Solutions team delivers custom consumer health engagement strategies and communications that help UnitedHealthcare Employer & Individual clients meet their business and member engagement goals. We are seeking a freelance Senior Campaign Specialist (Sr Campaign Manager) to drive the end-to-end execution of targeted member marketing campaigns, with a dedicated focus on the Public Sector, Labor & Trust (PSLT) segment.
Key Responsibilities
Project & Timeline Management
Develop detailed project plans and schedules, clearly defining milestones, deliverables, and owners across cross-functional teams.
Use internal project management tools to maintain and communicate realistic timelines to all stakeholders.
Manage competing priorities and adjust plans proactively to keep projects on track.
End-to-End Campaign Execution
Lead the end-to-end execution of multi-channel member communications, including creative development, audience identification, production/fulfillment, and deployment.
Coordinate digital and print execution with internal and external partners, ensuring compliance, quality, and alignment with client objectives.
Serve as the day-to-day execution lead for assigned campaigns, resolving issues and removing roadblocks.
Cross-Functional Collaboration
Partner arm-in-arm with the dedicated PSLT Marketing Consultant to bring strategy to life through tactical campaign plans.
Collaborate with fulfillment, legal/privacy, digital, analytics, creative agencies, data teams, and consultants to execute initiatives.
Build strong, trust-based relationships with internal stakeholders and external vendors.
Creative & Channel Coordination
Work closely with creative partners to brief, review, and refine campaign assets across print, digital, social, and video.
Ensure all materials support client goals, adhere to brand and regulatory standards, and are optimized for member engagement.
Data-Driven Targeting & Personalization
Leverage available data and segmentation to execute targeted, personalized communications that align with Engagement Solutions benchmarks.
Partner with analytics and data teams to ensure correct audience selection and list management.
Performance Reporting & Optimization
Assist in developing post-campaign performance reports that demonstrate behavior change, engagement metrics, and ROI.
Identify learnings and opportunities to optimize future campaigns and process improvements.
Process Improvement & SME Support
Continuously review Engagement Solutions and vendor processes; recommend and support implementation of efficiencies.
Act as a subject matter expert on campaign execution best practices for internal partners and stakeholders.
Stakeholder Communication
Provide clear, concise, and timely updates on project status, risks, and dependencies.
Set expectations, influence without authority, and lead cross-functional teams through ambiguity to deliver high-quality outcomes.
Team & Culture The Senior Campaign Specialist will sit within the Engagement Solutions team and work closely with:
The dedicated Public Sector, Labor & Trust Marketing Consultant (strategic partner).
Other Engagement Solutions project and campaign managers with diverse marketing and operations expertise.
Matrixed partners in creative, digital, analytics, legal/privacy, and external agencies.

Required Qualifications
5+ years of project management experience, including managing multiple projects simultaneously in a deadline-driven environment.
3+ years of consumer marketing experience, preferably in campaign or program execution.
Proven ability to develop and manage detailed project plans, timelines, and stakeholder communications.
Strong planning, organizational, and time management skills with demonstrated success meeting tight deadlines.
Concise, candid, and professional verbal and written communication skills.
Set clear direction and lead cross-functional teams without direct authority.
Operate as a proactive self-starter with a strong sense of urgency and ownership.
Adapt to a fast-paced, constantly changing environment with evolving priorities.
Analyze issues, troubleshoot problems, recommend solutions, and exercise sound judgment.
Preferred Qualifications
Bachelor’s degree in Marketing, Communications, Business, or a related field.
Experience in the health care or health insurance industry (B2C or member-focused).
Hands-on experience with Workfront or a similar enterprise project management system.
Proven success working in a highly matrixed organization, building strong relationships across functions and levels.
Experience working effectively in environments with ambiguous or evolving direction.
Proven experience with integrated marketing practices and tools (e.g., print, email, digital, social, video).
