Position Description Salary: $79,996.80 – $119,995.20 Annually
Job Type: Regular Employee FLSA Status: Exempt Bargaining Unit: Non-Contract Metro’s mission is to provide a world‑class transportation system that enhances the quality of life for all who live, work, and play within LA County.
This senior‑level technical planning position is within the Technical Services & Data Department. The role focuses on geospatial analysis and map development to support transit planning, operations, and capital projects, using ArcGIS Online (AGOL) and other GIS tools. Responsibilities include managing and analyzing transit‑related spatial data, integrating GIS with travel demand modeling, automating GIS workflows with Python or ModelBuilder, and producing publication‑quality maps and visualizations for both technical and public audiences.
Examples of Duties
Support analysis, both quantitative and qualitative, of transportation projects, programs, and policies.
Prepare specific components of scopes of work, financial plans, schedules, contracts, and agreements.
SCHEDULE meetings with Metro departments and external parties; coordinate logistics.
Participate in meetings with Metro staff, community organizations, cities, and other public agencies.
Assist in negotiations and execution of various agreements.
Manage small (single‑site or region‑wide) projects or funding programs; manage small consultant contracts or assist with the management of large contracts.
Manage project schedules, budgets, tasks, and assigned activities.
Conduct analyses and make policy recommendations.
Provide technical guidance to local jurisdictions and outside agencies on Metro programs.
Assist in evaluating the costs, benefits, and risks associated with various plans, programs, and projects.
Prepare and deliver reports, presentations, and correspondence.
Coordinate with other Metro departments on programs and projects.
Apply, develop, and implement statistical analysis procedures.
May be required to perform other related job duties.
Minimum Qualifications Education
Bachelor’s Degree in Urban or Transportation Planning, Engineering (Civil, Transportation, Structural, Industrial, Mechanical, Architecture, etc.), Business, Public Administration, Political Science, Urban Design, Public Policy, Finance, or a related field; Master’s Degree preferred.
Experience
Three years of relevant experience in transportation planning, project management, urban design, transportation system design and research, travel simulation and demand modeling, transportation finance, operations planning, or another related area. Some positions may require specialized experience.
Certifications/Licenses
Valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job‑related essential functions.
Preferred Qualifications
Experience utilizing GIS analysis and developing maps and dashboards (e.g., AGOL, ArcGIS Dashboards) to support transit planning and operations.
Proficiency in maintaining and analyzing spatial datasets on transit networks, ridership, service areas, and demographics.
Experience with travel demand modeling, including preparing spatial inputs, analyzing outputs, and working with key datasets (e.g., GTFS, Census data, transit surveys).
Experience analyzing large transportation datasets (big data) for modeling, analysis, and GIS‑based visualizations (e.g., Power BI).
Proficiency in Python, R, GISDK, or ModelBuilder, or similar scripting tools to automate GIS and modeling workflows and ensure data quality.
