GIS Analyst

to support City operations through high-quality mapping, spatial analysis, and geospatial data management. This role works extensively with ESRI ArcGIS tools, maintains and enhances the City’s GIS datasets, and develops mapping solutions that assist staff across multiple departments. About the Division

Information Technology (I.T.) is a division within the Finance Department. Our mission is to provide excellent customer service in supporting all of the information technology needs of the City. In addition to providing day‑to‑day technical support for every City department, I.T. also manages the City’s telecommunications system, including the VoIP network, cellular phones, and voicemail system. About the Position

Under general direction, the GIS Analyst position, reporting to the Deputy Director of IT, performs basic and intermediate analysis, application design, and database development utilizing GIS technology. This full‑time position is responsible for designing, developing, testing, and coordinating applications to formulate solutions to municipal problems and projects by applying a good working knowledge of GIS technology. The position serves as a GIS resource and trainer for all departments and performs related duties as required. The GIS Analyst is expected to perform a wide range of technical and support duties, which includes staff training. Essential Functions

Maintain and update all Geofiles Maintain parcel base maps and street centerline data Assist in establishing, coordinating and implementing long‑range geographic information systems planning Assist in identifying and meeting users’ automation needs and developing solutions Assist in planning, preparation and implementation of GIS related projects Create, maintain, and validate GIS layers and attribute data created by staff or vendors Integrate various data sets with GIS base map layers Prepare technical documentation such as requirement specifications, data definitions and operational and training manuals Prepare course materials and provide training on the use of GIS software Provide GIS technical support to all levels of staff Implement and troubleshoot GIS system and database software Coordinate the management of GIS related projects Serve as the City’s liaison with local and state agencies and vendors in the development of programs, policies, guidelines, and service levels related to GIS Responsible for developing and maintaining GIS standards Assist in producing maps to support City needs and prepare customized reports Qualifying Knowledge, Skills and Abilities

Knowledge of:

Hands‑on working knowledge of ESRI ArcGIS software, relational database structures, and Computer‑Aided Design (CAD) software Basic network operations, design, and security concepts Basic land surveying concepts Current GIS, CAD, and Global Positioning System (GPS) technologies and developments Web application development principles Report generating software such as Crystal Reports (conceptual knowledge) Scripting or programming languages such as Visual Basic, C#, Python Skill and ability to:

Use Microsoft operating systems and software products proficiently Prepare course materials and provide GIS‑related training Implement and troubleshoot GIS systems and database software Communicate clearly and concisely, both verbally and in writing Exercise judgment to identify and resolve problems effectively and efficiently Maintain a high degree of confidentiality with sensitive and privileged information Establish and maintain effective working relationships and demonstrate strong customer service skills Education / Training / Experience

Education:

Possession of a bachelor’s degree from an accredited college/university in computer science, management information systems, or a closely related field is required. ESRI certifications highly desirable. Experience:

Three (3) years of increasingly responsible experience in GIS operations and maintenance including analysis, design, support, training and documentation. License Requirements

Maintain and possess a valid Class C California driver license, acceptable driving record, and evidence of insurance are required. Special Requirements

While performing the duties of this class, the incumbent is regularly required to use written and oral communication skills; read and interpret data, information and documents; analyze and solve problems; use math and mathematical reasoning; perform highly detailed work under changing, intensive deadlines, on multiple concurrent tasks; work with constant interruptions; and interact with staff, management, developers, contractors, consultants, and the general public. Work Environment

Standard office environment with continual exposure to computer screens. Essential and secondary functions require maintaining physical condition for light lifting carrying; sitting for prolonged periods of time. Special Conditions
