The Housing Authority of the City of Goldsboro, NC is a key provider of affordable housing and resident services in Wayne County. The Authority seeks a dynamic, visionary CEO to lead the organization through a period of transformation and rebuilding, restoring trust, improving communication, and strengthening relationships with residents, staff, the Board of Commissioners, city officials, and HUD.

The CEO will be visible and accessible, spend time with residents, and develop programs and partnerships that enhance quality of life. Ideal candidates have strong communication skills and proven experience in public housing management, community and economic development, and affordable housing development. They must manage limited funding, motivate staff, improve morale, and set clear priorities with the Authority’s mission.

Goldsboro is a diverse city with a population of 33,804. It offers a range of cultural, recreational, and employment opportunities, and is home to Seymour Johnson Air Force Base and various community partners.

About The Organization And Position

The Housing Authority of the City of Goldsboro (HACG) established in 1950 serves as the public housing agency for Goldsboro and Wayne County. The agency’s mission is to provide safe, quality, affordable housing for low- and moderate-income families, the elderly, and persons with disabilities while fostering resident empowerment and community well‑being.

The CEO reports directly to a Board of Commissioners appointed by the mayor and is responsible for implementing board-governed policies. The role provides strategic direction for all functions, oversees a $12 million budget, and manages a team of 39 staff members. The CEO ensures compliance with all federal, state, and local housing regulations, particularly those of HUD.

Key Priorities For The Next CEO Are

  • Develop a new vision and strategic plan focused on housing improvements, neighborhood revitalization, and mixed-use development.
  • Strengthen trust with the Board, staff, residents, and community stakeholders by promoting transparency and collaboration.
  • Build a high-performing, values-driven team and clarify roles between the Board and CEO.
  • Improve resident safety and address community concerns through coordination with the Goldsboro Police Department and enforcement of consistent policies.

Minimum Qualifications

  • Bachelor’s degree in Public Administration, Business Administration, Management or a related field and seven (7) years of responsible managerial experience in public housing or a regulatory agency.
  • Significant prior experience as a CEO or Executive Director within a Housing Authority is preferred.

  • Proficient in strategic planning, creating a clear vision aligned with organizational goals, and long-term planning.
  • Experienced in organizational leadership with a proven track record in comparable executive roles.
  • Committed to fostering a family-friendly, employee-focused culture that encourages professional development and staff engagement.
  • Visible in the public presence, engaging with the business community, schools, and other partners.

Salary And Benefits

The full salary range is $131,233 – 192,705, depending on qualifications. Benefits include medical, dental, life insurance, retirement in the NC Local Government Retirement System, 457/401K supplemental retirement, vacation and sick leave, long and short-term disability, and longevity pay after five years.
