Overview
The Housing Authority of the City of Goldsboro (HACG) is seeking a dynamic and visionary Chief Executive Officer (CEO) to lead the organization in advancing its mission to deliver safe, high‑quality, and affordable housing opportunities for the community. The CEO will guide the authority through a period of transformation and rebuilding, with an emphasis on restoring trust, improving communication, and strengthening relationships with residents, staff, the Board of Commissioners, the Goldsboro Police Department, and other city officials, community partners, and HUD.

Goldsboro is a vibrant, diverse city in Wayne County with a population of 33,804. The city houses a mix of historic neighborhoods, transportation infrastructure, and the Seymour Johnson Air Force Base, which is a major economic driver. The local economy is diversified among agriculture, manufacturing, healthcare, education, and government services. About the Organization and Position
The Housing Authority of the City of Goldsboro was established in 1950 to provide safe, quality, and affordable housing for low‑ and moderate‑income families, the elderly, and persons with disabilities. HACG manages approximately 1,225 public housing units and administers around 237 Housing Choice vouchers, including specialized programs for veterans and individuals at risk of homelessness. The CEO reports directly to the Board of Commissioners, provides strategic direction, oversees a budget of $12 million, and ensures compliance with federal, state, and local housing regulations.
Key Priorities for the Next CEO
- Develop a new vision and strategic plan that focuses on housing improvements, neighborhood revitalization, and mixed‑use development while balancing funding constraints and long‑term community needs.
- Strengthen trust with the Board of Commissioners, staff, residents, and community stakeholders through transparency, collaboration, and visible leadership.
- Build a high‑performing, values‑driven team by assessing operations, clarifying roles, establishing priorities, and creating a strategic plan aligned with community needs.
- Improve resident safety and address community concerns by coordinating with the Goldsboro Police Department, enforcing policies consistently, implementing background checks, and tackling crime, litter, and maintenance issues.
- Oversee the redevelopment and modernization of HACG’s housing portfolio, address aging infrastructure, and promote spatial deconcentration through innovative mixed‑income redevelopment projects.
Minimum Qualifications
A Bachelor’s degree in Public Administration, Business Administration, Management, or a closely related field, and at least seven (7) years of responsible managerial experience in public housing or a regulatory agency. Significant prior experience as a CEO or Executive Director within a Housing Authority is preferred.

Salary and Benefits
Salary range $131,233 – 192,705, commensurate with experience. Benefits include medical, dental, life insurance, retirement in the NC Local Government Retirement System, supplemental 457/401(k) retirement, vacation and sick leave, long‑term and short‑term disability, and longevity pay after five years of employment.
