YOU MUST BE AN ALAMEDA COUNTY EMPLOYEE TO APPLY. THIS IS A NEW PROMOTIONAL ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended. Qualified applicants must be current county employees and have completed the equivalent of six months of continuous service following a regular appointment in the Alameda County classified service by December 11, 2025. A regular appointment does not include provisional, TAP (Temporary Assignment Pool), or STEP-UP appointments. Applications must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing. Applications will only be accepted online.
Position Alameda County Social Services Agency is recruiting to fill two (2) Division Director, SSA vacancies in Oakland and Hayward. These vacancies are in the Department of Children & Family Services and Workforce & Benefits Administration; however, the eligible list may be used to fill future Division Director vacancies within SSA.
Task and Responsibilities The Division Director, SSA plans, evaluates, and directs the operations and staff in one or more divisions/offices. The director develops and establishes overall divisional policies, sets goals and objectives consistent with the agency’s overall goals, and participates in the meet‑and‑confer process with labor organizations.
Ideal Candidate The ideal candidate will have a positive, progressive, and responsive leadership style, be politically astute, possess excellent written and verbal communication skills, and be able to represent the Social Services Agency before boards, commissions, and community groups.
Critical Attributes
Demonstrated ability to lead, direct, and manage multi‑level staff; generate staff commitment and adherence to policies.
Exceptional administrative and organizational skills to direct policy formulation and implementation.
Exceptional experience providing direction and guidance regarding HR, labor, and client relations.
Demonstrated ability to identify, analyze complex problems, design solutions, and formulate action plans proactively and collaboratively.
Strong collaboration skills to develop and maintain partnerships with human and social services organizations.
Experience directing, monitoring, and coordinating division operations, including budgeting and funding planning.
Minimum Qualifications Either:
Experience: Equivalent of six years’ full‑time supervisory experience, including at least two years of second‑line supervisory experience in social service, economic benefits, or employment services, or a bachelor’s degree substituted for two years of first‑line supervisory experience.
Experience: Equivalent of six years’ full‑time, increasingly responsible managerial or administrative experience, including supervision of a major staff support function or program division, or a bachelor’s degree substituted for two years of supervisory experience.
NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.
Knowledge and Skills
Knowledge of federal, state, and local laws and regulations relating to social service programs.
Knowledge of principles, methods, and techniques of administration, including organization and management of agency programs.
Knowledge of supervision, training, and performance evaluation principles.
Knowledge of personnel administration and labor relations processes.
Knowledge of community resource development and professional social work practices.
Leadership, management control, budgeting analysis, oral and written communication, flexibility, adaptation to stress, and interpersonal sensitivity.
Examination Components
Review of the applicant’s application to verify possession of minimum requirements.
An oral interview weighted as 100% of the final examination score; may contain situational exercises.
Applicants must attain a qualifying rating on each portion.

Oral Examination: Week of January 12, 2026 (combined oral examination/hiring interview).
