Our public power utility client is seeking a Senior GIS IT Analyst to support the design, development, and ongoing operation of their enterprise GIS environment. This consultant will serve as a senior technical advisor within the GIS team, supporting large-scale utility network systems, integrations, and operations & maintenance initiatives.
This role is hands‑on and highly technical, with a strong emphasis on ESRI Utility Network, enterprise geodatabases, system integrations, and performance optimization. The ideal candidate brings deep GIS platform expertise, understands electric utility operations, and is comfortable acting as a trusted partner to both technical teams and business stakeholders.
Key Responsibilities
Design, develop, test, deploy, and support ESRI Utility Network solutions, including Attribute Rules and custom GIS tools
Serve as the senior Utility Network GIS developer on Operations & Maintenance initiatives
Develop, support, and maintain web services, web maps, and applications in ArcGIS Enterprise Portal
Perform Portal administration tasks including user/group management and usage monitoring
Document, test, debug, and implement Portal‑based solutions
Support and coordinate field data collection using tools such as Field Maps, Survey123, Quick Capture, and Experience Builder
Administer enterprise geodatabases and GIS applications on a daily basis
Manage data imports, exports, joins, and relates across internal and external data sources
Produce logs and reports to track data quality and recommend long‑term improvements
Proactively monitor GIS systems using tools such as ArcGIS Monitor, VertiGIS Analytics, and performance utilities
Troubleshoot performance issues and coordinate with ESRI Support as needed
Test GIS software and database upgrades to ensure stability and minimal disruption to field users
Act as a senior technical advisor and liaison across multiple business units
Support enterprise‑wide Operations & Maintenance coordination efforts as assigned
Required Qualifications
Bachelor’s degree (or higher) in Computer Science, Geography, GIS, or a related field
5+ years of hands‑on GIS and information technology experience
Strong experience with ESRI Utility Network technology
Experience building and maintaining Utility Network Attribute Rules
Proficiency with ESRI tools including ArcGIS Pro, ArcGIS Enterprise, ArcGIS Online, and related extensions
Experience working with enterprise databases (SQL Server preferred)
Preferred / Nice‑to‑Have
Prior experience supporting electric utility environments
SAP experience within the utility sector (particularly Preventative Maintenance modules)
Familiarity with Feature Manipulation Engine (FME)
Experience with ESRI Data Reviewer and Enterprise Portal Administration
Master’s degree or formal GIS certificate
