Public Information Officer (Marketing & Communications Specialist IV)
Department: Colorado Energy & Carbon Management Commission (ECMC), Community Relations Unit
Location: Littleton, CO Salary: $61,940.00 – $77,239.00
Overview The Public Information Officer will coordinate, implement, and evaluate external communications across ECMC’s 13 units to improve environmental and public health outcomes and build trust among external audiences, particularly members of the press and disproportionately impacted communities.
Responsibilities
Develop and maintain an integrated communications strategy and vision for ECMC.
Maintain a public engagement strategy, including outreach to community members and substantiated stakeholders.
Serve as the division’s digital communication lead and create, implement, and evaluate web, email marketing, social media, video, and graphics strategies.
Act as a spokesperson with the media and external constituents.
Translate complex technical information into clear, concise, user‑friendly content for lay audiences.
Monitor and evaluate communications objectives and provide data‑driven recommendations.
Job Duties
Build trust and relationships with media outlets, NGOs, industry partners, and digital audiences.
Establish networks with reporters, producers, bloggers, and community leaders.
Coordinate multiple simultaneous communication projects.
Lead and implement social media community practice calls and meetings.
Serve as a translator for complex technical content.
Assist with complaint program monitoring as needed.
Support unit manager in developing data for statutory compliance presentations.
Track, assess, and evaluate outreach initiatives using analytics tools.
Minimum Qualifications
Seven (7) years of professional experience in public relations, public information, government or risk communication, or a related field.
OR a combination of education and experience equivalent to a bachelor’s degree with related coursework.
Experience exercising discretion, analytical skill, judgment, and accountability in a professional setting.
Preferred Qualifications
Current or former state government experience.
Excellent written and verbal communication skills.
Experience adapting messaging to diverse audiences.
Experience with digital communication best practices.
Knowledge of Colorado’s energy sector.
Professional level writing, research, and communication development skills.
Experience converting technical content into plain language.
Customer service or public service experience.
Working Conditions
Hybrid arrangement: remote work permissible, with occasional in‑office meetings and events.
Willingness to travel throughout Colorado.
Physical requirements up to 20 lbs of force and occasional overnight travel.
Must possess and maintain a valid State of Colorado driver’s license.
