Job Overview The Inspector III exists to inspect factory-built units in production facilities, final set location, and sales lots throughout Colorado. This position will also inspect manufactured home installations throughout Colorado to ensure compliance with the manufacturer’s written installation instructions or applicable alternate standard. The Office of Regulatory Oversight within the Division of Housing (DOH) registers/certifies manufacturers, sellers, installers, and independent installation inspectors. Design/construction plans must be reviewed and approved by the Office of Regulatory Oversight, and inspections conducted and passed before a built structure may be certified. The office also inspects and certifies the installation of manufactured homes before occupancy. Specifically, this work unit regulates the construction of factory-built structures, sales, installation of manufactured homes, and foundation inspections in jurisdictions without a building department. Construction of all site built hotels, motels, and multi-family structures in any local jurisdiction that does not have a building department.

Job Duties

Factory-built Structure Inspections: Evaluate manufacturer’s in-plant Quality Control Systems, finished product, and capability to meet codes and standards through code compliance inspection and certification procedures that assure Colorado citizens a safe and durable product.

Manufactured Housing, Tiny Home, and Multi-Family Installation Inspections: Evaluate manufactured home, tiny home, and multi-family installations to verify compliance with manufacturer’s instructions and applicable codes and standards.

Technical Assistance and Consumer Complaint Resolution: Maintain a Colorado State license as a master or journeyman electrician or an International Code Council certification as an Electrical Inspector (Commercial). Provide technical expertise verbally or in writing, including presentations to manufacturers/builders, department staff, local authorities, and consumers on code requirements and compliance.

Manager/Supervisory: Serve as manager/supervisor for 3 positions including 3 Building Codes and Standards Inspectors.

Position assigned a state vehicle and requires travel.

Minimum Qualifications Five (5) years experience in plumbing, electrical, plan reviews or building inspections with at least one (1) year as an inspector in that field. OR A combination of related education in Construction Management, Structural Engineering, Architecture, Mechanical Engineering or a closely related field AND experience as described above equal to five (5) years. International Code Council (ICC) Plans Examiner Certification (Residential - R3) or Building - B3)

International Code Council (ICC) Building Inspector Certification (Residential - B1, or Commercial - B2)

Preferred Qualifications

State of Colorado experience conducting Building or Manufactured Housing inspections and/or plan reviews.

Experience conducting field inspections.

Additional ICC or HUD certifications in any of the areas listed in the job description.

Additional ICC plan review or building inspector certifications.

Prior experience providing technical assistance or code interpretation to companies or individuals.

Prior public sector experience conducting on-site inspections and plan reviews for structures and manufactured homes.

Ability to travel independently.

Conditions of Employment

Must be a Colorado resident at the time of application.

Pre-employment criminal and motor vehicle background checks will be conducted.

MUST have a valid, unrestricted Colorado drivers license with a safe driving record. A safe driving record requires the following:

No convictions within the last seven (7) years for Reckless driving; Vehicular manslaughter; Driving under the influence (DUI); Two (2) or more driving while ability impaired (DWAI) convictions; One (1) conviction related to bodily injury or death to another person as described in C.R.S. 42-4-239. Eluding the police; or Street racing.

No convictions within the last five (5) years for: Three (3) or more careless driving convictions; or Speeding 20 mph over the speed limit. Two (2) convictions related to distracted driving or use of a mobile electronic device as described in C.R.S. 42-4-239.

No convictions within the last three (3) years for: Three (3) or more moving violations with a total of more than seven (7) points assessed on the license; or Suspension or revocation of driver license (unless for unpaid child support or other suspension not related to a moving violation).

No requirement of a breath monitoring device, also known as Interlock, to operate a motor vehicle.
